Froze Mr. Koko Carboyan 8~ Mrs. Lillian Carboyan Fire Chief Western Night Inn 505 Union Avenue Gary Hutton Bakersfield, CA 93307 Senior Deputy Chief ~ NOTICE OF VIOLATION Administration 326-3650 ' AN D SCHEDULE FOR COMPLIANCE Deputy Chief Dean Clason Operations/Training Dear Mr. & Mrs. Carboyan: 326-3652 An inspection of the Western Night Inn was conducted on November 7, 2006 Deputy Chief Kirk Blair revealing the following violations of the Fire Code: Fire Safety/Prevention Services 326-3653 1) Smoke Alarms: "Approved single station smoke alarms shall be installed in existing dwelling units, congregate residences, and hotel and lodging guest rooms." PREVENTION SERVICES Ralph Huey, Director During our inspection we found only five (5) functioning 900 Truxtun, Suite 210 smoke detectors. Bakersfield, CA 93301 VOICE (661) 326-3479 2) Portable Fire Extinguishers. "Portable fire FAX (661) 852-2171 extinguishers shall be installed in occupancies as set forth in California Code of Regulations, Title 19, Division 1 and Chapter 1 and 3." No extinguisher was found on the second floor during our inspection. 3) Locking Devices. "Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, or latched or otherwise rendered unusable During our inspection we found many rooms with bars on windows, latches and padlocks on doors. "Emergency plans shall include the procedure for reporting of emergencies and notifying, relocating, and evaluating occupants; staff members duties during emergencies; floor plans identifying the location of portable fire extinguishers; other manual fire extinguishing equipment; manual fire alarm pull stations; and fire alarm control panels; floor plans identifying the primary and secondary routes at evacuation for each room or portion of the occupancy; floor plans indicating the location of interior areas of refuge; and side maps identifying the designated exterior assembly area for each evacuation route." During our inspection, no site maps or evacuation plans were found. Recently you installed a new vehicle security gate which does not conform to the following code requirements. Bakersfield Municipal Code 15.64.320 Section 902.2.4.3 Amended--Security, private street and vehicle access gates. Section 902.2.4.3 Security, private street and vehicle access gates. The following regulations and specifications shall apply to Security, Private Street, and Vehicle Access Gates: 1) Sliding or swinging gates shall provide a minimum horizontal clearance of 20 ft. and a minimum vertical clearance of thirteen (13) feet six (6) inches is required when gate is at the full open position. Horizontal distance shall be measured perpendicular to the direction of travel on the drive way. Vertical distance shall be measured from the highest elevation of the driveway to the lowest overhead obstruction. 2) When there is more than one gate and two or more driveways separated by islands, a minimum horizontal clearance of fifteen (15) feet for each drive way and a minimum vertical clearance of thirteen (13) feet six (6) inches is required when gates are at full open position. Horizontal distance shall be measured perpendicular to the direction of travel on the drive way. Vertical distance shall be measured from the highest elevation of the driveway to the lowest overhead obstruction. 3) All new construction of access gates shall be equipped with an automatic opening device which is activated through the wireless activation system utilized on City of Bakersfield owned vehicles for traffic preemption. 4) Installation and maintenance of the wireless activation system on access gate(s) shall be completed by gate owner. 5) The gate operating device shall have a disconnect feature for manual operation of the gate when the power fails. Mr. 8 Mrs. Carboyan, @ Western Night Inn r Re: NOV & Schedule for Compliance November 13, 2006 Page 3 6) A minimum driveway length to the gate from the flow line of the public street shall be fifty (50) feet for developments of twenty (20) units or less. For each increment of twenty (20) units thereafter, an additional twenty (20) feet of storage length for waiting vehicles shall be added to the driveway length. 7) Driveway turn radiuses shall be the same as for fire lanes as set forth in section 15.64.140.
