On September 9, 2004 I received a call from one of our Arson Investigators, Capt. Ed
Watts regarding a fire at a group home located at 4409 Wendy Ave., Bakersfield, CA.
Capt. Watts requested that I come to that location right away because they had some
corrections that needed to be made. At his request I conducted an inspection and issued a
correction notice to this facility for not having a Fire Alarm with an audible bell, for the
Fire Extinguisher on the second floor that had not been serviced since 1996 and for not
having batteries in the Smoke Detectors in the bedrooms. I gave the facility 2 weeks to
comply with the correction notice and informed them that I would be back.
The ladies at the facility indicated that they would put batteries in the Smoke Detectors
right away. I went back the following day to check the Smoke Detectors, all were in
working order.
Two weeks later I went to check on the other two issues. I found the upstairs Fire
Extinguisher had been serviced. Upon checking the Fire Alarm, I found it still not to be
audible (loud enough to be heard from any room in the house). One of the lady's at the
facility and I were on the phone with Tel-Tec, the company that installed the alarm.
After much dialogue they finally agreed to stop by the next day and check to see what the
problem was.
I received a call from the facility that Tel-Tec had been out and found that the wiring had
somehow come loose and the problem had been corrected. I stopped by the facility and
this time found the alarm to be in good working order and audible from any room in the
house. I also rechecked the Smoke Detectors just to make sure the batteries had not been
removed and found them to be in working order.
I signed off on the Correction Notice all items corrected on September 27, 2004.
