Department Budget Presentation Meeting -12:00 noon
BUDGET MEETING
1. ROLL CALL
Present: Mayor Hall, Vice-Mayor Hanson (seated at
12:50 p.m.) Councilmembers Carson,
Benham, Weir, Couch, Sullivan (seated at
12:04 p.m.), Scrivner
Absent: None.
2. DEPARTMENT BUDGET PRESENTATIONS
a. General Government
Assistant City Manager Stinson made comments
and introduced Management Assistant Kirkwood
who provided the presentation.
b. Finance Department
Finance Director Smith provided the department and
General Fund overviews.
Councilmember Couch requested information
regarding option rate securities, municipal option
rate securities and possible City exposure to these
securities. Finance Director Smith responded.
c. Police Department
Police Chief Rector gave the presentation with the
assistance of Assistant Chief Lynn, Captain
Williamson and Captain Martin.
Mayor Hall requested further information regarding
the Grade Program. Captain Martin responded.

Lt. Nurridin presented an overview of investigations.
Councilmember Carson asked if there was a dollar
amount placed on rock cocaine seizures. Lt.
Nurridin will provide the information.
Chief Rector made comments regarding crime
prevention and newly implemented webcasts.
Councilmember Carson expressed appreciation for
The newly opened joint police/fire facility, Substation
#5, and suggested efforts be made to inform the
community regarding the capacity to file reports
etc., on the Police Department website. Chief
Rector made comments.
d. Fire Department
Fire Chief Fraze made comments and introduced
Deputy Chiefs Greener and Hartley who made the
Department presentation.
Councilmember Benham requested information
regarding long-range planning for Fire Station #11
and the possible need for expansion. Chief Fraze
to respond in writing.
Councilmember Carson expressed appreciation for
Station #5.
Mayor Hall requested statistical information
regarding the Joint Powers Agreement. Chief Fraze
responded will provide the information to Council.
Councilmember Couch requested information
regarding the Joint Powers Agreement and any
negotiations for change. Chief Fraze responded.

e. Water Department
Water Resources Manager Core provided an
overview and introduced Water Resources
Superintendent Lambert, who presented agricultural
water information. Mr. Lambert introduced Business
Manager Randall who provided domestic water
information.
Mayor Hall requested information regarding water
maintenance equipment in Truxtun Lake. Water
Resources Manager Core responded.
Development Services
Development Services Director Grady made
overall comments and introduced Planning Director
Eggert, Building Director Burns, Assistant Building
Director Lee, Chief Code Enforcement Officer Fidler
and Business Manager Dunwoody who all assisted
in formulating the proposed budget. Planning
Director Eggert presented the Planning Department
Budget. Building Director Burns presented the
Building Department Budget. Development
Services Director Grady noted additional major
projects and made summation comments.
Vice-Mayor Hanson requested information
regarding the size of the work force and number of
citations written by Code Enforcement.
Development Services Director Grady responded.
Councilmember Couch requested information
regarding the possibility of utilizing service
technicians to facilitate Code Enforcement work.
Development Services Director Grady responded.

d. Rabobank Arena
Rabobank Arena, Theatre and Convention Center,
Brighthouse Networks Amphitheater and Bakersfield
Ice Sports Center General Manager Womack
provided a recap of the current fiscal year and
highlights of the coming fiscal year.
Vice-Mayor Hanson requested financial information.

responded. Assistant City Manager Stinson
provided additional information.
Councilmember Couch requested information
regarding the proposed facilities fee. Rabobank
Arena, Theatre and Convention Center,
Brighthouse Networks Amphitheater and Bakersfield
Ice Sports Center General Manager Womack and
Assistant City responded.
