A RESOLUTION AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH NORMAL
BIDDING PROCEDURES AND AUTHORIZE THE
PURCHASE OF A BOMB RESPONSE VEHICLE
FROM BRAUN NORTHWEST INC., IN AN
AMOUNT NOT TO EXCEED $285,000.
WHEREAS, The City of Bakersfield Police Department is currently using a 30
year old armored car for bomb squad responses and the vehicle is mechanically
unreliable and incapable of carrying heavy equipment used by the bomb squad; and
WHEREAS, the City of Bakersfield Police Department desires to purchase a
Bomb Response Vehicle with a combination of State Grant funding and Seized Asset
revenues which qualify for this type of public safety equipment purchase; and
WHEREAS, The County of Los Angeles Sheriff s Department issued an invitation
to bid for Bomb Response Vehicles in 2006 to two potential vendors nationwide with
only one (1) vendor responding to the bid request; and
WHEREAS, the County of Los Angeles awarded the bid to Braun Northwest Inc.
for the purchase of three (3) Bomb Response Vehicles in December, 2006; and
WHEREAS, the State Grant funding is scheduled to expire on June 30, 2008 if
the funds are not encumbered for a specific purpose at that time by the City; and
WHEREAS, the Los Angeles County bid specifications allow for other local
governmental agencies to piggyback on their formal bid process and awards; and
WHEREAS, the City of Bakersfield desires to take advantage of the piggyback
option and purchase one (1) Bomb Response Vehicle from Braun Northwest, Inc., thus
saving time and being able to leverage the purchase with State Grant funding; and
WHEREAS, the vendor (Braun Northwest Inc.) is willing to extend the bid price to
the City of Bakersfield at the original base bid price of $245,035 plus a $2,500
adjustment for utilization of a newer (2009) model year truck chassis.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and incorporated herein by
reference.

2. The Finance Director is authorized to dispense with normal bidding
requirements as outlined in Section 3.20.060 of the Bakersfield Municipal Code.
3. The expenditure of funds for such equipment, including all applicable
taxes and delivery costs shall not exceed Two Hundred Eighty Five Thousand Dollars
($285,000).
