Public Presentations This portion of the meeting is reserved for persons to address the Committee on any matter not on this agenda but under the jurisdiction of the Committee. Committee members may respond briefly to statements made or questions posed. They may ask a question for clarification, make a referral to staff for factual information or request staff to report back to the Committee at a later meeting. Hear Report on Recent Gang Activity -POLICE CHIEF BILL RECTOR, CAPT. MARTIN AND OFFICER UNDERHILL PROVIDED INFORMATION RE CITY POLICE DEPARTMENT ACTIVITIES; CHIEF DEPUTY WAHL, LT. RASCO, AND COMMANDER MOORE PROVIDED INFORMATION RE SHERIFF'S DEPARTMENT ACTIVITIES 4. Report on Intervention and Prevention Activities Status -SUPERVISOR MICHAEL RUBIO PROVIDED AN OVERVIEW OF THE COUNTY'S BUDGETARY ALLOCATIONS TOWARD GANG INTERVENTION AND PREVENTION ACTIVITIES, AS WELL AS SUPPRESSION EFFORTS. CHIEF PROBATION OFFICER ROBERTS, ASSISTANT DISTRICT ATTORNEY SPARKS, AND ASSISTANT PUBLIC DEFENDER HEIDER PROVIDED INFORMATION ON GANG ENHANCEMENT IMPLEMENTATION STATUS. Determination of Intervention, Prevention, and Suppression Progress Benchmarks -DISCUSSED PROPOSED BENCHMARKS; MEMBERS OF THE PUBLIC PROVIDED INPUT; PROPOSED BENCHMARKS INCLUDE: - Percentage of students entering school ready to learn - Percentage of high school students completing a structured work experience - High school dropout rate - Middle school dropout rate - Number of children who enter the foster care system - Number of students who transition from alternative education to vocational educational or general high school - Percentage of juveniles with a new criminal referral within 12 months of initial criminal offense - Percentage of paroled adult offenders convicted of a new offense within 5 years of release - Family cohesion inventory - Number of gang members in metro Bakersfield and Kern County - Number of gangs in metro Bakersfield and Kern County - Number of gang-related crimes and homicides in metro Bakersfield and Kern County - Reported crimes per 1,000 population in metro Bakersfield and Kern County -Juvenile arrests per 1,000 population in metro Bakersfield and Kern County - Percentage of students who carry weapons 6. Establish Agenda for Next Meeting -COUNCILMEMBER SCRIVNER REQUESTED THAT A STATUS REPORT BE PROVIDED ON A PROPOSED CONSOLIDATED (CITY AND COUNTY) GANG HOTLINE 7. Establish Next Meeting Date and Time -THE NEXT MEETING OF THE TASK FORCE WILL BE SCHEDULED IN NOVEMBER; THE CITY WILL HOST ADJOURNMENT AMERICANS WITH DISABILITIES ACT (Government Code Section 54953.2) Disabled individuals who need special assistance to attend or participate in a meeting of the Joint City/County Standing Committee to Combat Gang Violence may request assistance at the County Administrative Office, 1115 Truxtun Avenue, Bakersfield, or by calling 661/868-3198.
