The banners will be displayed utilizing the poles owned by the Bakersfield Symphony Orchestra which are located on Truxtun Avenue. In all, 24 poles will display the World AIDS Day banner. The banners are 30"x 90" and are made of "main street fabric" which is a very durable fabric similar to that used for boat awnings. The bann.ers will be professionally made and will display the red AIDS awareness ribbon and the wording, ''December 1 st, World AIDS Day" and "Kern County Department of Public Health". If approved the banners will be displayed from November 3, 1998 to December 3, 1998 on Truxtun Avenue between Oak and V Streets. Installation and removal of the banner will be arranged with an independent contractor. Please note that the banners will be similar in style and function as~thos~ displayed by the Bakersfield Symphony Orchestra. The banners would be placed on the poles usually used by the Bakersfield Symphony Orchestra on Truxtun Avenue between Oak and "V" Streets. The applicant has provided proof of appropriate insurance coverage to Risk Management. Based on their review, staff recommends approval of the permit.
