Pursuant to the provisions of Ordinance No. 3140 New Series of the City of
Bakersfield, the undersigned applies for a permit to place, erect and/or maintain
an encroachment on public property or right of way as therein defined.

, Applicant agrees that if this application is granted, applicant will indemnify,
,j( ~, and hold harmless the City of Bakersfield, its agents, officers and
\~~ employees against and from all damages, judgments, claims, demands, expenses,
uv costs and expenditures, and against all loss or liability which the City of
Bakersfield or such officers, agents or employees may suffer, or which may be
recoverable from, or obtainable against the City of Bakersfield or such officers,
agents or employees, proximately caused by, growing out of or in any way
connected with the placing, erection or maintenance of said encroachment, the
applicant further agrees to maintain the aforesaid encroachment during the life
of the said encroachment or until such time that this permit is revoked.
Applicant further agrees that upon the expiration of the permit for which this
application is made, if granted, or upon the revocation thereof by the City
Engineer, applicant will at his own cost and expense remove the same from the
public property or right of way where the same is located, and restore said
public property or right of way to the condition as nearly may be in which it was
before the placing, erection, maintenance or existence of said encroachment.

We have been asked to review the subject encroachment permit
application. We have reviewed the application and sketch of the
proposed encroachment. Approval is recommended based on the
following condition.
1. All necessary building permits are obtained for the awning.
NOTE: This permit is for the awning only. The existing sign is
not a part of this permit.

SPECIFICATIONS FOR PERMA
AWNING HARDWARE
In Europe, where Perma awnings have been used for the last 15 years,
standards have been developed under which the hardware systems must be
tested before they will be approved by architects, contractors and
federal governments~
The Perma hardware has passed all of these tests" and outside of the
USA, it is being used in Sweden Denmark, Norway, Holland, Switzerland~
Spain and Italy. It is also approved and used in Australia, Japan
and Hong Kong.
In Europe the major concern is the quality of the hardware, and not
the quality of the building. Therefore, there are clear standards
set regarding the strength of the lateral arm awning. The one test
that all systems should pass is the German TUV test, and a contract-
or, architect or other specifier will put in his specifications "lateral
arm awnings TUV-approved." Regardless of where (in what country)
the hardware is made it should be tested by TUV since TUV is referred
to in specifications throughout Europe. All the major well-engineered
systems hCive passed the TUV,' test. You w1,11,' find a TUV sticker on
all of our arms. "

The dead load when the awning is retracted is approximately 7 lbs
per linear foot. We say "approximately" since the weight of' the fabric
used could chang~ the figure slightly up or down. Using the number
of mounting brackets recommended by us, the dead load per bracket
(installation point) is approximately 35 lbs. The more brackets used
the less the dead load per bracket, and vice versa.
To pass the TUV test a lateral arm awning with 10'2" arms has to
withstand a weight load of 1.5 lbs/square foot, which is approximately
2~ mile-per-hour wind speed. Assuming the number of mounting brackets
recommended by us is being used the load per bracket is then 375 lbs.
Our unit will withstand higher loads than the 1.5 lbs. per square
foot. As an example, at a wind speed of 27 miles per hour the load
per bracket is approximately 500 lbs.
As you well know, the awning is so designed that the arms will fold
when exposed to high winds. The reason for this is to decrease the
stress on the casting that connects the arm to the torsion bar, and
also decrease the fabric area being hit by the wind.

Perma arms will bend at approximately 13 mph winds, or 0.45 lbs/sq.
foot weight load.
All figures above are for awnings with the maximum 10'2" projection.
The less the projection, the less the stress.
Concerning bending and deflection, all aluminum extrusions (arms,roller
tube and front bar) are made of aluminum alloy 6063-T6.
The arm extrusions have a 16 micron layer of anodizing and the front
bar has 11 microns ("commercial anodizing").
The roller tube and arm extrusions have a wall thickness of 2 millimeters,
and the front bar wall thickness is 1.75 millimeters. The torsion
bar is a galvanized square steel tube with dimensions 35mm X 35mm,
and a 2mm wall ,thickness.
