defend and hold harmless the City of Bakersfield, its agents, officers and
employees against and from all damages, judgments, claims, demands, expenses,
costs and expenditures, and against all loss or liability which the City of
Bakersfield or such officers, agents or employees may suffer, or which may be
recoverable from, or obtainable against the City of Bakersfield or such officers,
agents or employees, proximately caused by, growing out of or in any way
connected with the placing, erection or maintenance of said encroachment, the
applicant further agrees to maintain the aforesaid encroachment during the life
of the said encroachment or until such time that this permit is revoked.
Applicant further agrees that upon the expiration of the permit for which this
application is made, if granted, or upon the revocation thereof by the City
Engineer, applicant will at his own cost and expense remove the same from the
public property or right of way where the same is located, and restore said
public property or right of way to the condition as nearly may be in which it was
before the placing, erection, maintenance or existence of said encroachment.

SUBJECT: BUS STOP SITE FOR USE AS INTERIM TRANSFER FACILITY
LOCATION: ALONG WIBLE ROAD SOUTH OF MING - ADJACENT TO THE WIBLE
ROAD ENTRANCE TO VALLEY PLAZA CENTER.
COUNCIL WARD: 6
I recommend approval of the permit with the condition that the term
be limited to six months from date of approval.
Background and Analysis:
The application for encroachment by Golden Empire Transit is to
facilitate a temporary extension of an existing bus stop into an
interim transfer site for bus passengers. The need for this was
brought about because of the longer than expected time for
negotiations with a property owner to use a site on Wilson Road at
the KMart location. GET has indicated that the Wilson Road site
can not be improved in time to meet the November 1, 1992 deadline
for vacating the Ming Avenue transfer site and negotiations are
continuing.
Wible Road in this area is a 4 through lanes plus continuous left
turn lane facility with no parking allowed. The General Plan shows
the ultimate configuration to be 6 lanes with center turn lane or
median. The current traffic volume is 17,700 on an average
weekday. In the current lane configuration, the street can carry
up to 30,000 vehicles a day and remain at Level Of Service "C". If
the road se~ment were marked at the ultimate 6 through lanes the
LOS C capac1ty would be 45,000 vehicles per day. Modeling
projections estimate about 38,000 vehicles per day will use this
segment of Wible in 2020 and will still be within LOS C.
Most of the buses now using the Ming Avenue bus stop site travel on
Wible alon~ this segment, utilize the existing bus stops and are
reflected 1n the current volume count for Wible. Less than 50 new
bus trips are anticipated to occur on Wible due to the rerouting.
This is a negligible amount of vehicles and within the margin of
error on the volume count.
The proposed encroachment is on the east side of Wible and north
and south of the signalized private road entrance to Valley Plaza

Center. Bus stops and bus stop signs are existing in the area.
The extent of the encroachment proposed is the installation of bus
stop signs in addition to those existing and some shelters and
benches as used at other existing bus stop locations around the
city. No permanent structures or changes to the road and sidewalk
are proposed. The overall results will be several bus stops along
Wible that are close enough in walking distance to be convenient
for riders wishing to make transfers.
I have investigated the proposal and met with Mr. Chester Moland,
Operations Manager of GET, regarding the encroachment. The site is
suited for use as requested and the bus stops are to be located to
assure no interference with retail access. The portable
shelter/benches are the same type in current use at other existing
bus stops and adequate right of way exists for their use. No
change to the level of service on the street is expected.
Since this is to be only an interim use, I suggest the permit be
conditioned to expire in six (6) months. Traffic Engineering
recommends approval with the above condition.

Enclosed for your review and approval is the Golden Empire
Transit District's applica~ion for an encroachment permit
for an interim bus transfer facility. The proposed facility
will be located on the east side of Wible Road, south of
Ming Avenue, as shown in the attached drawing.
District staff has staggered the arrival times of two routes
to reduce the maximum number of buses at the site at the
same time. In addition, buses will be scheduled in a manner
which ensures that the portion of Wible Road adjacent to the
Grand Auto/ Silo center will only be used a few times during
the morning and evening peak periods. Also, no fixed
facilities will be constructed as part of this project.
Portable shelters, benches and signs will be used to provide
the necessary passenger amenities.
If you have any questions or require additional information,
please advise.

MARKINGS FOR BUS ROUTE # 6
Dear Mr, Walker:
The District is planning to extend route # 6 in northeast Bakersfield to serve additional
neighborhoods beginning on JUly 3, 1995. Currently, the route operates in a
southbound direction on La Costa St. The route revision would eliminate operation on
La Costa and extend the route eastbound on University and Panorama Dr., southbound
on Fairfax Rd., and westbound on Auburn to Oswell. This route operates Monday
through Saturday from 6:27am-6:48pm. Its headway is sixty minutes throughout most
of the day, Average weekday ridership is 343. Please refer to the enclosure for the
route alignment. The following locations have been selected for new bus stops (The
first name is the street the stop is on):
University/Panorama, SE
Panorama/Rancho Sierra, SW
Fairfax/Panorama, SW
FairfaxlHighland Oaks, NW
