ADOPTION OF SEPTEMBER 20, 2007 AGENDA SUMMARY REPORT Adopted as submitted 3. PUBLIC STATEMENTS None 4. DEFERRED BUSINESS A. Update regardincLGang and Graffiti Enforcement -Rector Captain Martin reported. Graffiti: Total arrests to date: 165. Last year: 166. Offenses cleared to date: 304. Last year: 544. Staff contacted the Sacramento Metropolitan Arts Commission in regard to the mural project. Statistics show that these types of projects reduce graffiti because the clear coating makes it easier to remove the graffiti. Jeanette Richardson of the Arts Council of Kern will work with the City's Economic and Community Development Department to create a similar project in Bakersfield. Gangs: Total felony arrests to date: 842. Total shootings to date: 54. Last year: 51. Guns seized to date by Gang Unit: 123. This number does not include guns seized by other officers. Contact was made with the Kern High School District police and security staff. Through a collaborative effort, incidents are down at Bakersfield High School. Senator Florez hosted a CalGrip informational meeting. Most of the available monies are already earmarked. Approximately $900,000 will be available for the Central Valley in the prevention and intervention areas. The Office of Emergency Services' website will provide information regarding the Request for Proposals in the near future. B. Update of State and Federal Anti-Gang Legislation -Gennaro City Attorney Gennaro reported on five legislative bills, all of which were signed into law by the Governor. AB 1381 (Nunez) -establishes the office of gang and youth violence AB 1300 (Price) -expands the law and adds some educational programs to some of younger individuals who commit gang-related crimes S:\Council Committees\2007\07 Safe Neighborhoods\October 18\October 18 ASR.doc JWS:aI Page 2 AB 1291 (Mendoza) -allows the court under certain circumstances to order a parent or guardian of a minor who has been found guilty of involvement in gang- related crimes to attend an anti-gang violence parenting class AB 1013 (Krekorian) -provides landlords with an additional tool to evict tenants based on illegal use of weapons and involvement in gang crimes SB 594 (Romero) -changes the name of the Witness Protection Program to the Witness Relocation and Assistance Program, and provides funds to state and local agencies to help witnesses who come forward, cooperate and testify in gang related cases The District Attorney's office will administer the funds from SB 594. 5. COMMITTEE COMMENTS Assistant Recreation and Parks Director Allen Abe reminded everyone about the Good Neighbor Festival. Flyers were distributed. 6.
