The meeting was called to order at 3:00 PM.

Update on Feasibility of Enacting Code Enforcement Standards (re: Vacant Properties) —
Grady / Burns
Building Director Phil Burns stated that in response to the Legislative and Litigation
Committee meeting held on January 15, 2008, the Building Department staff met with
members of the Bakersfield Association of Realtors (BAR) to discuss the feasibility of
developing a vacant building registration process; and the overall issue of addressing the
nuisance that non-maintained vacant buildings can have. It was agreed that the current
nuisance abatement process in place is adequate and effective in terms of defining,
notifying, processing correction notices, and carrying out the abatement of violations.
Rather than implementing additional property registration, posting requirement, and/or
imposing heavy citations/penalties, it was determined that it would be more practical to
establish a direct communication line between the BAR and the City's Code Enforcement.
Linda Vernon, Bakersfield Association of Realtors stated that they very concerned with the
conditions of the vacant homes. It has been very difficult to contact the Real Estate Offices
and work with them to get these homes up to standard and back on the market; working
with the City's Code Enforcement is a great idea, and they are ready and willing to
participate with the City and help in any way that they can.
Committee Chair Sue Benham motioned to forward this item to the City Council for
approval, and Committee member David Couch seconded.
5. NEW BUSINESS
Report on Parking Ordinance Review Related to Sustainable Development Implementation
Measures — Grady/ Eggert
Assistant Planning Director Jim Eggert explained that the parking issues in this report were
identified in a slide presentation given to the City Council on December 12, 2007. A
comprehensive review of the Parking Ordinance was conducted to identify any possible
modifications which may be implemented.
One issue that was noted in December, 2007 was to update the City's shared parking
program to utilize the latest Urban Land Institute model. Since then, new software has
been purchased to conduct shared parking analysis for large projects. This has been very
helpful with large retail developments.

In reference to the current Parking Ordinance, several items were presented to the
Committee which would include short-term revisions to the ordinance. Items were also
presented for long-term modifications, which may include the Zoning Ordinance and the
General Plan.
Committee Chair Benham recommended that staff move forward with the short-term
revisions at this time, and to look into the long-term revisions in more detail.

7. COMMITTEE COMMENTS
Committee Chair Benham proposed to cancel the March 10, 2008 Legislative and
Litigation Committee meeting; Committee members David Couch and Jacquie Sullivan
agreed. The next meeting will be held on Monday, April 14, 2008 at 1:00 PM.
