4. DEFERRED BUSINESS
A. Final Recommendation of the Recreation and Parks Master Plan —
Dianne Hoover
Recreation and Parks Director Dianne Hoover provided a PowerPoint
presentation of the Recreation and Parks Master Plan 2007. The
presentation focused on Chapter Six which addressed strategies and
action items for development, maintenance, programming and
implementation measures. The strategies and action items relate to
several Council Goals, including fire and related emergency services,
maintaining construction of trails for cycling, walking, jogging and
equestrian uses, the Mill Creek Project, new recreation and cultural
facilities, and the visual appearance and livability of the City.
Committee member Irma Carson asked staff how they will balance the
recreation plan throughout the City, keeping in mind the need for
additional facilities in the southeast area. Dianne Hoover stated that the
Master Plan provides guidelines for that balance. Committee member
Carson also asked how staff plans to connect the trails and parks to the
Kern River. Dianne Hoover stated that one of staff's recommendations is
to work with either the canal system or abandoned railroad systems which
can link up to the trail and into the downtown area as well. Committee
member Sue Benham requested that staff follow up on the expansion of
the trail system by using abandoned railroads to mirror other City's Rails
to Trails Programs. Committee member Benham made a motion to
approve the Master Plan as submitted, and send it on to Council.
Committee members approved with all ayes.
B. Follow-up Possible Location for Future Pools— Dianne Hoover
At the last Committee meeting, staff was asked to provide an assessment
of Jastro, Siemon and Planz Pools to determine existing conditions and
proposed improvements for replacement or rehabilitation costs. The
assessment will help determine if these pools should be renovated,
repaired or replaced.
In January of 2007 staff began conducting several tests to determine the
source of the leak at Jastro pool. Tests included leak, video, dye, drilling,
and pressure followed by excavation around the outside of the pool. After
testing, Aquatic Design Group was hired to provide a professional
assessment of the pool, and confirmed staff findings. Temporary repairs
were completed by staff on two major leaks, allowing the pool to open for
half the summer season. Water loss tests indicated that the repairs had a
minimal effect in decreasing water loss. Based on professional
assessment of the condition of Jastro Pool, and the projected costs

associated with renovation, repair, restrooms, mechanical room and
equipment storage renovation to meet ADA compliance, staff
recommends the conversion of Jastro Pool into a wet playground.
As with Jastro Pool, Planz Pool and Siemon Pool show similar
deterioration and wear. As a preventive measure staff recommends
contracting with Aquatic Design Group to perform a needs assessment
study, which will provide options to determine if the existing structure is
adequate to justify the expense of renovation, or if a removal and rebuild
would be more cost effective.
As a way to fund and construct a multiuse aquatic facility in the southwest,
staff proposes forming a joint partnership between the City, Kern High
School District, and Old River Ranch Development. The joint effort will
replace Jastro Pool as the seventh pool in Bakersfield. Mark Wyatt of the
Kern High School District commented that the district is very interested in
a partnership with the City. The district would like to see some of their
older schools get new services and updated facilities. Their main concern
is to have facilities that can be used for training, and that the pools be
heated.
Committee member Sue Benham motioned to follow staff's
recommendation and accelerated the projects as feasibly as possible.
Committee members approved the motion with all ayes.
5. NEW BUSINESS
A. Update on Design of Sports Village— Dianne Hoover
Dianne Hoover provided an update of the design concept for the
Bakersfield Sports Village. The initial recommendations are still in place
with the addition of a central stadium type soccer field that can be used for
championship games and tournaments. Other fields are sized for different
age groups that play soccer. The parking area for the soccer fields will be
raised to prevent balls from going into traffic. The park areas will have
walking paths throughout as well as picnic areas. Located in the center of
the development will be the community center which will house two
gymnasiums. In addition to the gymnasiums, staff is proposing installation
of a climbing wall in the lobby area of the community center. Commercial
areas will be on the southwest and southeast corners of the development.
Walking paths are proposed to be placed around the perimeter of the
development.

An outline of the Community Services Committee report is attached. The
meeting is scheduled for Friday, April 7t" at Noon.
The presentation will include an updated power point presentation on the various
park projects happening currently throughout the City of Bakersfield.

COMMUNITY SERVICES COMMITTEE UPDATE
MARCH 27, 2008
TRADEWINDS PARK —WARD 5
Opened: March 26, 2008
All improvements are complete. A grand opening of the park was held on
Wednesday March 26, 2008. Several dignitaries, citizens and staff members
enjoyed a perfect spring day at this newest park listening to music, being
entertained by Bo Bo the Millennium clown, eating refreshments and meeting
each other.
SAUNDERS PARK RECREATION FACILITY—WARD 1
Completion: Spring 2008
The outside structure is complete. City staff is in the process of installing a
permanent fence, replacing damaged irrigation and turf, installing the hockey
rink, and planting some additional trees. Proposals are being accepted from the
management of the facility.
CENTRAL PARKIMILL CREEK—WARD 2
Completion: Early summer of 2008
Canal widening and lining is complete. The pool has been removed from the
east side. Furniture and lighting fixtures are being finalized
JASTRO PARK WET PLAYGROUND —WARD 2
Completion: June 2008
Demo of pool and creation of earthen construction complete and construction
fence installed. Expect delivery of equipment and installation of water meter next
week. General Services taking lead for plumbing and equipment installation.
Parks Craftworker's will trench for water main, order and install back flow
protection and assists when needed.
BEACH PARK SKATE PARK—WARD 2
Completion: Late June or early July of 2008
Construction documents are near completion. City crews will prepare rough
earthwork to save time and money. The Skate Park will be closed during
construction.
AERA PARK—WARD 4
Completion: Spring season of 2009
Grading is complete. Construction documents are being developed for entire
site.
MESA MARIN —WARD 3
Completion: Spring 2009
Design development continues on the project, identifying colors and surface
treatments. Phase 1 of the project should include the four lighted diamonds, a
parking area, and the central restroo m/sto rage building.
GREYSTONE PARK—WARD 5
Completion: Late 2008
Design development continues on the park. The second of two public scoping
sessions on final design and priorities was held on March 27, 2008 along with
Fire Station updates. The community provided input on the phase 1 design and
priorities for future improvements.
SPORTS VILLAGE —WARD 5
Completion: Completion is still 5-7 years in the future
The conceptual design is basically completed. Preliminary design development
phase of facilities is underway. A grading plan is under development to
accommodate stockpiling efforts from the adjacent treatment plant. A phased in
development is being prepared by the consultants with roads and soccer fields
being a high priority.
