A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD,
CALIFORNIA, FIND:.ING THAT THE PROPOSED PARTICIPATION AND
DEVELOPMENT AGREEMENT BETWEEN THE BAKERSFIELD REDEVELOPMENT
AGENCY, CALIFORNIA REPUBLIC BANK AND GUAY & DANIELSON WILL
NOT HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT AND THAT. NO
SUBSEQUENT OR SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT IS
REQUIRED FOR THE DOWNTOWN BAKERSFIELD REDEVELOPMENT PROJECT
WHEREAS, the:Bakersfield Redevelopment Agency (the "Agency") is engaged
in carrying out the Downtown Bakersfield Redevelopment Project (the "Project");
and
WHEREAS, an Environmental Impact Report (the "EIR") has been prepared,
circulated, approved and certified for the Project by the Agency and the City
Council; and :
WHEREAS, the Agency is considering carrying out a portion of the Project
pursuant to a proposed Participation and Development Agreement (the "Agreement")
between the Agency, California Republic Bank and Guay & Danielson; and
WHEREAS, the Agency has prepared an Initial Study (the "Initial Study")
on any environmental impacts which might result from the implementation of the
Agreement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAKERSFIELD DOES HEREBY
RESOLVE AS FOLLOWS:
1. The City Council hereby certifies that the information contained
in the Initial Study has been reviewed and considered by the members of the City
Council and that the Initial Study was prepared in accordance with applicable
State and local statutes, guidelines, regulations and procedures.
2. The City Council hereby finds and determines that:
(a) Neither the approval nor the implementation of the proposed
Agreement will cause substantial changes in the Project or the cir-
cumstances under which the Project is undertaken such that new environ-
mental impacts will result which would require major revisions in the
"- Environmental Impact Report previously adopted for-the Project due to
the involvement of new environmental .impacts not covered in said pre-
vious~Environmental Impact Report; and
(b) No Subsequent Environmental Impact Report or Supplement to an
Environmental Impact Report is necessary or required; and
(c) Neither the approval nor the implementation of the Agreement
will have a significant effect on the environment.

I HEREBY CERTIFY that the foregoing resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held
on the 21st day of September , 1977, by the following vote:
