Public Presentations - NO ONE HEARD 2. Committee Member Announcements or Reports - COUNCILMEMBER SCRIVNER ANNOUNCED A CALGRIP MEETING AT 9:00 A.M. ON DECEMBER 6, 2007 IN VISALIA. THE COST IS $25. 3. Hear Report on Recent Gang Activity — Police Chief Rector, Sheriff Youngblood - POLICE CHIEF RECTOR AND CAPTAIN MARTIN PROVIDED INFORMATION REGARDING CITY POLICE DEPARTMENT ACTIVITIES; KERN COUNTY SHERIFF DONNY YOUNGBLOOD PROVIDED INFORMATION REGARDING SHERIFF'S ACTIVITY LEAGUE YOUTH ACTIVITIES. SHERIFF'S LIEUTENANT MIKE RASCOE PROVIDED INFORMATION REGARDING COUNTY ACTIVITIES. 4. Report on Prevention / Intervention Activities Status — SUPERVISOR RUBIO REPORTED ON THE BOARD OF SUPERVISORS' RECENT ALLOCATION OF $1.5 MILLION IN DISCRETIONARY FUNDING TOWARDS YOUTH PROGRAMS FOR MENTORING, LIFE SKILLS TRAINING, AFTER-SCHOOL PROGRAMMING, VOCATIONAL TRAINING, AND MENTORING FOR PARENTS OF AT-RISK YOUTH. A GRANT APPLICATION WAS SUBMITTED TO CALGRIP FOR ADDITIONAL FUNDING. 5. Discussion of Prevention, Intervention and Suppression Progress Benchmarks — SUPERVISOR RUBIO PROVIDED AN OVERVIEW OF THE BENCHMARKS, WHICH INCLUDE: • A minimum of 25% to show improvement in behavior, attitude and school attendance • Grade point averages • Number of those who show an increase in self esteem • Number of rallies and assemblies, outreach efforts and organizational referrals SUPERVISOR WATSON EMPHASIZED THE NEED TO HONOR THE INVESTMENT, AND REMAIN COOPERATIVE AND ACCOUNTABLE. 6. Hear Status Report on a Proposed Consolidated (City And County) Gang Hotline — POLICE CHIEF RECTOR REPORTED ON THE JOINT CITY/COUNTY GANG HOTLINE, 661- 325-GANG (4864). COUNCILMEMBER SCRIVNER ASKED FOR RESEARCH INTO A HOTLINE WITH AN 800 PREFIX SO THAT ANYONE COUNTYWIDE CAN CALL WITHOUT INCURRING LONG DISTANCE CHARGES. 7. Update on CalGrip Initiative and Grants — COUNCILMEMBER SCRIVNER PROVIDED INFORMATION REGARDING THE GRANT APPLICATION DATE AND THE AMOUNT OF FUNDS AVAILABLE. PROBATION CHIEF ROBERTS PROVIDED INFORMATION REGARDING STAFFING FOR THE PROGRAM, IN ADDITION TO A STATUS REPORT OF STAFFING AND OPERATIONS IN THE PROBATION DEPARTMENT. SUPERINTENDENT OF SCHOOLS REPRESENTATIVE LINDA SARGENT PROVIDED INFORMATION REGARDING AN RFP FOR $18.7 MILLION IN GRANTS, THE DEADLINE FOR WHICH IS FEBRUARY 22, 2008. FUNDS WILL BE DELEGATED FOR GANG PREVENTION AND INTERVENTION. 8. Discussion regarding Potential Transitional Housing Project — CITY ECONOMIC DEVELOPMENT DIRECTOR KUNZ REPORTED ON THE JOINT EFFORTS OF CITY AND COUNTY ECONOMIC DEVELOPMENT STAFF ON A TRANSITIONAL HOUSING PROJECT FOR YOUTH. THIS WILL FOLLOW TWO OTHER RESIDENTIAL PROJECTS IN PROCESS FOR FAMILIES IN NEED OF LIFE SUPPORT SERVICES. 9.
