A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF BAKERSFIELD RECOMMENDING TO THE CITY
COUNCIL CERTIFICATION OF COMPLETION OF FINAL
EIR FOR PROPOSED ANNEXATION TO CITY OF BAKERS-
FIELD DESIGNATED AS WIBLE NO. 2, IN COMPLIANCE
WITH CEQA AND GUIDELINES, TOGETHER WITH FINDINGS.
WHEREAS, the City of Bakersfield proposes a project involv-
ing an annexation known as Wible No.. 2 (Annexation No. 232) bounded
on the west by the present city limits, on the east by South "H", on
the north by Pacheco Road and on the south by the Arvin-Edison Canal,
including 104.77 acres for roads and Freeway 99 which intersects the
proposed annexation territory and which also involves zoning approxi-
mately 465 acres of same to agriculture; 47 acres, R-l; 28 acres,
C-2; 19 acres, M-l; and 16 acres, M-2; and
WHEREAS, a Draft Environmental Impact Report for said pro-
ject was prepared and submitted to the Planning Commission and cir-
culated, dated March, 1977; and
WHEREAS, the Planning Commission of the City of Bakersfield
held a public hearing on May 18, 1977, for the purpose of reviewing
and receiving comments on the Draft Environmental Impact Report; and
WHEREAS, various public agencies have furnished written
comments on the Draft Environmental Impact Report and the City has
.responded to significant environmental points raised in the consul-
tation, review and public hearing process.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
of the City of Bakersfield as follows:
1. That the Final Environmental Impact Report dated June,
1977, is an accurate and objective discussion of the proposed project
and adequately discusses and describes all of the environmental cOn-
siderations which need to be considered prior to approval'of the project.
2. That the land use in the territory to be annexed which
will eventually be developed, and in the general vicinity thereof, is
undergoing a change from agriculture to urban uses, which change would
occur whether the property is developed in the corporate limits of
the City of Bakersfield or within the County; that land use upon
annexation will be similar to uses now permitted in the County and
to existing uses and the types of impacts or environraental changes
such as housing, air quality, transportation, etc. in the proposed
project area will be similar whether the project is under County or
City jurisdiction.
3. That the proposed project will not have a significant
effect on the environment.
4. That the territory proposed for annexation is within
the "sphere of influence" of the City of Bakersfield which is a plan
for the ultimate physical boundaries and service area, and is con-
tributory to the natural expansion of the City and that the annexa-
tion will tend to discourage urban sprawl and proliferation of special
districts and encourage the orderly development of the City.
5. In consideration of the above findings and determina-
tions by this body, the Planning Co~mL~ission recommends that the Final
Environmental Impact Report dated June, 1977, be certified as being
completed in compliance with the California Environmental Quality
Act, the State EIR Guidelines and City of Bakersfield Resolution
No. 24-77.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Planning Commission of the City of Bakersfield
at a regular meeting thereof held on the 15th day of June, 1977,
by the following vote:
