WHEREAS, the existing formula for collection and distri- bution for local sales taxes has been in effect for 19 years; and WHEREAS, this City and others have been planned and developed in reliance on such formula and have based their long- range planning upon such formula; and WHEREAS, the City of Bakersfield has permitted the develop- ment of commercial and industrial land use which generates revenue to provide for a well-balanced community for its citizens; and WHEREAS, some cities have voluntarily restricted indus- trial and commercial development, preferring not to have the pro- blems incidental to such development; and WHEREAS, such cities now wish to share in a greater proportion of sales taxes by changing the formula whereby sales taxes would be distributed on the basis of population rather than the point of origin; and WHEREAS, such distribution would be unfair, in that those cities who have the responsibility of significant costs because of commerce and industry would be penalized, and those cities who shirk their responsibilities would be rewarded. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The City of Bakersfield is opposed to any change in the local Sales and Use Tax Law which would redistribute sales tax revenue on the basis of population. 2. Copies of this Resolution be sent to the citrons representatives in the State Legislature, the League of California Cities and to any committee of the State Legislature which may hear such proposed legislation. o0o I HEREBY CERTIFY that the foregoing resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 17th day of January, 1977, by the follow- ing vote: AYES: COUNg~LI~J:~; t~ARTOH, DLEECKER, CIiRISTENSEN, MEDDERS, ROGERS, SCEALES, STRONG NOES: COU;K':~Lj.iEN: ~s,s :~,w c': ,,: ;..i":.~,.~z~=~._~,,~,~ ABSTAImi~a COUNCILMEN: the
