A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING THE APPLICATION FOR
1974 STATE GRANT MONEYS FOR IMPROVEMENTS
AT LOWELL, JASTRO, CASTLE, JEFFERSON, AND
UNIVERSITY PARKS.
WHEREAS, the people of the State of California have
enacted the State Beach, Park, Recreational and Historical
Facilities Bond Act of 1974, which provides funds to the State
of California and its political subdivisions for acquiring lands
and for developing facilities for public outdoor recreation and
historical purposes; and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for the administration of
the program within the state, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Depart-
ment of Parks and Recreation require the applicant to certify by
resolution the approval of applications prior to submission of
said applications to the state; and
WHEREAS, said applications contain assurances that the
applicant must comply with; and
WHEREAS, said procedures further require the applicant
to possess an adopted plan showing parks and recreation lands and
facilities existing and proposed; and
WHEREAS, the proposed improvements at Lowell, Jastro,

Castle, Jefferson and University Parks appear on the y s plan,
are consistent with the California Outdoor Recreation Resources
Plan,_and are in conformity with the State Environmental Goals and
Policy Report; and
WHEREAS, the projects must be compatible with the land
use plans of those jurisdictions immediately surrounding the pro-
ject.

NOW, THEREFORE, BE IT RESOLVED that the City Council
1. Approves the filing of an application for 1974
state grant assistance; and
2. Certifies that said agency understands the assur-
ances in the application; and
3. Certifies that said agency has or will have suffi-
cient funds to operate and maintain the project; and
4. Certifies that said agency meets the planning
requirements and that the project is compatible with the land use
plans of those jurisdictions immediately surrounding the project;
and
5. Appoints H. E. Bergen, City Manager, as agent of the
City to conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements, amendments,
payment.. requests, and so on which may be necessary for the comple-
tion of the aforementioned project.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 9th day of August, 1976, by
the following vote:
