A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD SETTING SALARIES AND RE-
LATED BENEFITS FOR OFFICERS AND EMPLOYEES
OF THE CITY OF BAKERSFIELD.
WHEREAS, the Charter of the City of Bakersfield, Section
12, authorizes the City Council to provide for salaries and related
benefits for officers and employees of the City; and
WHEREAS, the Council has determined what such salaries and
related benefits should be for such officers and employees of the City,
to be in effect on the first day of the first full pay period in July,
1976, and until changed by this Council.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
SECTION 1.
Resolution No. 42-75 together with Amendatory Resolutions
Nos. 72-75, 77-75, 1-76, 17-76 and 23-76 are superseded by this
resolution.
SECTION 2.
Salary Schedule
Commencing on the first day of the first full pay period
of July, 1976, the attached document shall be the salary schedule
for officers and employees of the City of Bakersfield and is hereby
incorporated into this resolution as though fully set forth herein.
SECTION 3.
Salary and Related Benefits
Salaries for all City officers and employees shall be as
set forth in the salary schedule adopted by Section 2 above, ex. cept
as follows:
A. In the Fire Unit and Fire Supervisory Unit the salaries
shall be increased by three percent (3%) as of the first day of the
first full pay period in April, 1977.
B. In the Police Unit the salaries shall be increased by
four percent (4%) as of the first day of the first fullpay period
in April, 1977.
C. In the Police Supervisory Unit the salaries shall be
increased two percent (2%) as of the first day of the first full
pay period in January, 1977.
D. In the General Employees Supervisory Unit the salaries
shall be increased by two percent (2%) as of the first day of the
first full pay period in January, 1977.
E. In the Management Unit the salaries shall be increased by
two percent (2%) as of the first day of the first full pay period
in January, 1977, except the position of Deputy Fire Chief.
F. (1) In the General Employees Blue Collar and White Collar
Units the forty dollars ($40.00) per month heretofore given toward
such employees' normal member contribution to the Public Employees'
Retirement System shall be applied in the salary schedule at the
first step of the salary range; application thereof at other steps
in the employee's salary range shall be appropriately adjusted to
return the five percent (5%) differential between the salary steps.
(2) In the Blue Collar and White Collar Units the salaries
shall be increased by three percent (3%) as of the first day of the
first full pay period in April, 1977; four percent (4%) as of the
first day of the first full pay period in July, 1977; and by four
percent (4%) as of the first day of the first full pay period in
April, 1978.
G. (1) In the Confidential Unit the forty-five dollars(S45.00)
per month at .259 per hour heretofore given shall be applied in the
salary schedule at the first sf~p'of' the'salary range; application
thereof at other steps in the employee's salary range shall be
appropriately adjusted to return the five percent (5%) differential
between the salary steps.
(2) In .the Confidential Unit the salaries shall be
increased by three percent (3%) as of the first day of the first
full pay period in April, 1977.
SECTION 4.
Car and Mileage Allowances
A. Those city officers who are not furnished an official city
car who shall be reimbursed for automobile use at the rate of one
hundred dollars ($100.00) per month are the City Attorney, Finance
Director, Community Development Director and Assistant City Managers.
B. Those city officers not furnished an official city car who
shall be reimbursed at the rate of fifty dollars ($50.00) per month
are the Planning Director, Assistant City Attorney, Deputy City
Attorney, Deputy Public Works Director, Assistant Finance Director,
Assistant Auditorium-Recreation Manager.
C. Mileage allowances on the above where the car is in use
on city business shall be at the rate of seventeen cents (17 cents)
per mile, provided, however, that city officers named in Subsection
A shall receive mileage allowances only for out-of-town travel on
city business.
SECTION 5.
Health and Welfare Insurance
The City shall provide funds toward a Health and Welfare
Insurance Plan for officers and employees of the City as follows:
A. Fifty-two dollars and fifty cents ($52.50) monthly per
employee for:

Confidential Employees Unit
Police Unit
Police and General Employees Supervisory Units
Management Unit
Other employees not provided for by any Memorandum
of Understanding.
B. Forty-four dollars and fifty cents ($44.50) monthly per
employee until July 1, 1977, for:
(1) Fire Unit and Fire Supervisory Unit (employees covered
by Memorandum of Understanding, Fire Personnel) dated July 1, 1975.
C. The General Employees Blue and White Collar Units Health
and Welfare Insurance Plan Funding shall be increased by an amount
not to exceed ten percent (10%) of the City contribution of fifty-
one dollars and eighty-nine cents ($51.89) if such an increase in
the plan is required at the beginning of fiscal year 1977-78.
SECTION 6
Life Insurance
The City shall provide contributions toward a life insurance
plan as follows:
A. Management Unit - fifty percent (50%) of the insurance
pre~nium for each officer and employee, such insurance coverage equal
to their projected annual salary to the nearest $500.00.
B. Confidential Unit - fifty percent (50%) of the life insur-
ance premium for insurance up to a maximum of $10,000 life insurance
per employee.
C. General Employees, Supervisory Unit - fifty percent (50%)
of the life insurance premium for a policy equal to the employee's
projected annual salary to the nearest $500.00 of a minimum amount
of $15,000.
D.' Police Unit - one hundred percent (100%) of the premium
for a life insurance policy in the amount of $10,000.
E. Police Supervisory Unit - fifty percent (50%) of the
insurance premium for each employee, such insurance coverage equal
to the em~ioyee"s ~rojected annual salary Go the nearest $500.00.
F. All of the provisions of Section 6 are subject to each
officer's or employee's option to have insurance in the amounts
they desire within the limitations set forth.
SECTION 7.
Deferred'~neome
The City shall provide funds for a deferred income plan as
follows:
A. Management Unit - equal to ten percent (10%) of each
officer's or employee's annual base salary.
B. General Employees, Supervisory Unit - equal to five percent
(5%) of each employee's annual base salary.
C. Police Supervisory Unit - equal to five percent (5%) of
each employee's annual base salary.
SECTION 8.
Administrative Leave
In addition to the officers and employees who may be granted
administrative leave under Section 3.18.220(d) of the Municipal Code,
administrative leave for Confidential Unit employees shall be allowed
each employee up to one (1) day with the approval of the department
head and the City Manager.
SECTION 9.
UniformAllowance
The City shall provide a uniform allowance as follows:
A. Police Department, safety members - one hundred fifty
dollars ($150.00) per year.
B. Police Department, nonsafety employees required to wear
uniforms - fifty dollars ($50.00) per year.
C. Fire Department, safety members - one hundred dollars
($100.00) per year, from and after July 1, 1976.
SECTION 10
Accumulated Sick Leave
Payment of accumulated sick leave in event of death or
resignation of a member of the Management Unit, General Employees
Supervisory Unit and Police Supervisory Unit shall be as follows:
A. One-half of unused sick leave shall be paid to the member's
beneficiary or estate in the event of such member's death prior to
his separation from City employment after ten years' service.
B. One-half of the unused sick leave shall be paid to such
member whose employment is terminated for any reason other than
discharge after ten years' service.
C. When any such member is absent from work due to an off-the-
job illness or injury, sick leave credit shall first be deducted from
his current year's sick leave accumulation.
SECTION 11.
Hazard Duty Pay
In the Police Unit, officers assigned to two-wheel motorcycle
duty shall be compensated an additional fifty dollars ($50.00) per
month for the performance of such duty. Such additional pay shall
be prorated for the period of duty under such assignment of less
than one month.
SECTION 12.
Holidays
A. (1) Designated Holidays and Holiday Work - Police.
All eligible employees in the Police Unit and Police Super-
visory Unit working on a shift basis exempt those employees who are
absent without pay one-half day or more iLm~ediately before and/or
after a designated holiday, shall be paid for the following eight-
hour holidays:
1. July 4 - Independence Day
2. First Monday in September - Labor Day
3. Second Monday in October - Columbus Day
4. November 11 - Veterans' Day
5. Thanksgiving Day
6. Friday after Thanksgiving Day
7. December 25 - Christmas Day
8. January 1 - New Year's Day
9. Third Monday in February - Washington's Birthday
10. Last Monday in May - Memorial Day
(2) Manner of Payment' for Designated Holidays - Police.
Eligible employees of the Police Supervisory Unit working on a shift
basis shall be paid at the rate of one times their regular hourly
rate of pay for the eight-hour designated holidays of the current
fiscal year. Other eligible Police Department employees working on
a shift basis shall be paid at the rate of one and one-half times
their regular hourly rate of pay for such holidays. One payment
for all such designated holidays shall be made on the first pay day
in June of each year. All other eligible Police Department employees
who do not work a shift basis shall observe holidays in accordance
with subsection B of this section.
(3) Holidays at Termination - Police. An employee leaving
permanent city service shall be allowed regular compensation for
holidays not observed up to the effective date of termination.
B. (1) Designated Holidays - For Specified Employees Units -
1976-1977 Fiscal Year. All eligible employees in the Blue Collar,
White Collar, Confidential, General Employees Supervisory and
Management Units, Fire Department employees not working a 24-hour
shift and Police Department employees not working on a shift basis
shall observe the following eight-hour holidays with pay for the

11. One day selected by an eligible employee who is in
employ of the City as of July 1, 1976; provided such selection shall-
be consistent with the efficient operation of the affected depart-
ment and the activities and convenience of the City and shall first
have the approval of the department head. Whenever a holiday falls
on a Sunday, the following Monday shall be observed. Whenever a
holiday falls on a Saturday, unless otherwise agreed to in a Memor-
andum of Understanding, said holiday shall not be observed.
(2) Eligibility. All probationary and permanent employees
specified in subsection B (1) of this section except those employees
who are absent without pay one-half day or more immediately before
and/or after the holiday shall be eligible to observe holidays in
the manner herein provided.
(3) Holiday Work. When such employee is required to work
on a holiday the eligible employee shall be credited for the holiday
once at the straight time rate and shall be credited once again for
the actual time worked as overtime at the employee's applicable over-
time rate.
(4) Holidays on Day Off. When a holiday falls on an
employee's scheduled day off the eligible employee shall be credited
for the holiday as overtime at the straight time rate.
C. Special Holidays. Occasional special holidays declared
by the President, Governor or City Manager in commemoration or
memorium of an extraordinary occurrence shall be observed by the
reduction Qf the operation of all departments as much as practicable.
All eligible employees who are required to work on such a holiday shall
be compensated at their regular hourly rate'of pay for those special
holidays worked, and in addition be credited with compensatory time
on a straight hour-for-hour basis for the special holiday hours
worked to be taken off on another day as determined by the depart-
ment head. Compensatory time for Fire Department safety employees
working a 24-hour duty shift on such a holiday shall be one-half of
a shift (12 hours).
SECTION 13.
The City Clerk shall certify to the adoption of this resolution
and henceforth and hereafter, the same shall be in full force and
effect.
