A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD EXPRESSING OPPOSITION TO
THE NUCLEAR INITIATIVE.
WHEREAS, the people of California are dependent for their
livelihood on the availability of adequate supplies of electrical
energy; and
WHEREAS, grave concerns~exist whether sufficient power will
Be a~ailable to satisfy the increasing power needs of California
commerce, industry, agriculture and residential users as some of
the present power sources will no longer be available to meet such
power demands; and
WHEREAS, continued and expanded use of oil and gas to gener-'
ate electricity is not considered prudent considering the diminish-'
ing supplies of these fuels within the United States and their greater
value for other purposes; and
WHEREAS, even with strong energy conservation programs and
development to the extent feasible of alternative or substitute power
sources, such as solar, geothermal, and wind power, it will be essen-
tial that both uranium and coal supplies of the West be used to meet
the growing requirements for energy and to replace the use of oil
and gas for production of energy; and
WHEREAS, nuclear power, employing safe and effective reactor
systems, can be a significant source of electrical energy and at the
same time can help reduce the economic burdens and the uncertainties
of importing tremendous amounts of oil from foreign nations; and
WHEREAS, passage of the Initiative could result in a total
cost to the citizens of California over the next 20 years of about
$40 billion according to the U. S. Energy Research and Development
Administration; and
WHEREAS, the City Council can see no reasonable alternatives
to an increase in the development of nuclear power and is of the

opinion that Proposition 15, the Nuclear Initiative, if adopted by
the electorate in June, 1976, would, for all practical purposes,
bring a halt to nuclear power development and result in the shutdown
of existing nuclear plants.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield be on record as opposing Proposition 15.
BE IT FURTHER RESOLVED that the City Clerk of the City
of Bakersfield transmit copies of this resolution to the Governor
of the State of California and to our elected representatives at the
federal, state, county, and city levels, and other appropriate
individuals and organizations.

I HEREBY CERTIFY that the foregoing resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 24th day of May, 1976, by the following
