RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD CERTIFYING THE ADEQUACY, ACCURACY
AND OBJECTIVITY OF THE SUPPLEMENT FINAL
ENVIRONMENTAL IMPACT REPORT FOR THE BAKERS-
FIELD SUB-REGIONAL WASTEWATER MANAGEMENT PLAN
AND CERTIFYING THAT SAID REPORT HAS BEEN COM-
PLETED IN COMPLIANCE WITH CEQA, THE STATE EIR
GUIDELINES AND RESOLUTION NO. 10-75; THAT THE
COUNCIL HAS REVIEWED AND CONSIDERED THE INFOR-
MATION CONTAINED IN SAID REPORT AND APPROVAL
OF THE PROJECT DESCRIBED THEREIN.
WHEREAS, a Supplement Draft EIR re Bakersfield Sub-
Regional Wastewater Management Plan, dated February, 1976, was
prepared by the City and circulated in accordance with the require-
ments of law and regulations; and
WHEREAS, a public hearing was held and conducted by and
before the City of Bakersfield Planning Commission on such Draft
EIR on March 17, 1976; and
WHEREAS, various public agencies having furnished written
comments on the said Draft EIR and the City having responded to
significant environmental points raised in the review and public
hearing process; and
WHEREAS, on April 21, 1976, by Resolution No. 3-76, the
said Planning Commission recommended that the Final Environmental
Impact Report be certified by the City Council as being completed
in compliance with CEQA, the State EIR Guidelines and the City of
Bakersfield Resolution No. 10-75.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. That the City of Bakersfield proposes a Sub-Regional
Wastewater Project to expand and consolidate ~he facilities_and up-
grade the treatment of the wastewater for the Bakersfield urban area
located generally south of the Kern River and east of the 99 Freeway.
2. That the Supplement Final Environmental Impact Report
on said project, dated April, 1976, has been completed in compli-
ance with CEQA, the State EIR Guidelines and City of Bakersfield
Resolution No. 10-75 and this City Council has reviewed and con-
sidered the information contained in said Final Environmental Impact
Report.
3. That said Final EIR is an accurate and objective
discussion of the proposed project and adequately discusses and
describes all of the environmental considerations which had to be
considered prior to the approval of the project.
4. That it appears that the most feasible alternative
would be to expand City Plant No. 2 to provide treatment consisting
of primary sedimentation followed by aerated lagoons; effluent
would be used for irrigation on land owned and controlled by the
City.
5. That the proposed project will not have a signifi-
cant adverse effect on the environment; however there will be
environmental disruptions during construction, which effects will
be mitigated in accordance with the report.
6. That the proposed project contains social, economic
and health benefits which outweigh any environmental risks associated
with the project; that the project will provide long-termbenefits
for the Bakersfield urban area by a significant upgrading of the
quality of the effluent from the Wastewater Treatment Plant.
7. That in consideration of the above findings as deter-
mined by this body, the City Council approves the project described
in said Final Environmental Impact Report and authorizes the staff
to proceed in due course to complete the project.

I HEREBY CERTIFY that the foregoing resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 26th day of April, 1976, by the follow-
ing vote:
