RESOLUTION NO.
A RESOLUTION DETERMINING THAT THE DOCUMENT
IMAGING SYSTEM FOR THE CITY OF BAKERSFIELD
CANNOT BE REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH BIDDING.
WHEREAS, the City of Bakersfield wishes to purchase a document imaging system
to upgrade the storage and preservation of City records and to expedite retrieval of said
documents; and
WHEREAS, in order to achieve maximum benefit of a document imaging system,
it must be compatible with existing City computer hardware; and
WHEREAS, integration of the document imaging system with current City
equipment will guarantee a finished product that is fully operational to the complete
satisfaction of City staff; and
WHEREAS, purchase of a document imaging system from this particular vendor will
include enhancements that allow data capture from other forms and the ability to send
scanned data directly into other City databases.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The purchase of the document imaging system must be from RT Lawrence
Corporation in order to successfully maximize use of existing City computer equipment and
to assure maximum benefit of the finished product,
3. The document imaging system is necessary for increased storage and
preservation of City records and warrants use of RT Lawrence Corporation's particularized
expertise with other local governments to assure timely and operational finality of this
project.
4. The Finance Director is authorized to dispense with bidding and to enter into
a contract with RT Lawrence Corporation for the purchase of a document imaging system.
