A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROIrING PROPOSAL B, (FUND-
SHARING FORMULA FOR TOTAL ALLOCATION TO
COUNTY) AND THE PRIORITY PLAN FOR EXPENDITURE
OF TOTAL COUNTY ALLOCATION UNDER STATE BEACH,
PARK, RECREATIONAL AND HISTORICAL FACILITIES
BOND ACT OF 1974.
WHEREAS, the State Beach., Park, Recreational, and
Historical Facilities Bond Act of 1974 (the '~ct") requires that
each county shall consult with all cities and districts within
the county which are authorized to provide park and recreation
services and develop and submit to the state a priority plan for
expenditure of the county's allocation; and
WHEREAS, the said Act further requires that the priority
plan for expenditure of the total county allocation shall be
approved by at least 50% of the cities and districts representing
507° of the population of the cities and districts within the county
and by the county board of supervisors; and
WHEREAS, the Act further provides that applications for
individual projects appearing on the priority plan for expenditure
may be submitted directly to the state by the individual juris-
dictions and that any application for a project not appearing on
the approved priority plan for expenditure shall obtain the approval
of the county board of superivsors; and
WHEREAS, under Proposal B, attached hereto, the total
allocation to the County of Kern for distribution to the county
itself, school districts, park and recreation districts and partici-
pating cities within the county, is the total sum of $1,349,379.00;
and
WHEREAS, under Proposal B, 20% of said total allocation
goes to school districts to be used under the 'Driority Elan for
expenditure for acquisition and development of eligible facilities
under their jurisdiction, and 807° to cities, recreation and park
districts and the county; and
WHEREAS, the sum of $233,065.44, a portion of said 80%,
is individually allocated to the City of Bakersfield, and according
to the County Priority Plan for Expenditures is to be used for
acquisition and development of various named parks within the
City; and
WHEREAS, the sum of $484,738.52, also a portion of said
80%, is individually allocated to the County of Kern, and according
to the County Priority Plan for Expenditures is to be used for
acquisition and development of various-named general and local
parks and golf courses, under the jurisdiction of the County; and
WHEREAS, the balance of said 80% is individually allocated
to other participating cities and park and recreation districts,
and according to the County Priority Plan for Expenditures is to
be used for acquisition and development of eligible facilities
under their individual jurisdictions.'
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That the fund-sharing formula for total allocation
of funds to the County of Kern under the State Beach, Park,
Recreation, and Historical Facilities Bond Act of 1974, as shown
in Proposal B, attached hereto, is hereby approved.
2. That the priority plan for the expenditure of the
County's allocation of funds under the State Beach, Park, Recrea-
tional, and Historical Facilities Bond Act of 1974, a copy of which
plan is attached hereto marked Exhibit '~'~ is hereby generally
approved.
3. That the City Clerk is directed to forward forthwith
a certified copy of this resoiu~i0n to'the County of Kern, Depart-
ment of Parks and Recreation.
