ARESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD
REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF
KERN TO ORDER THE CONSOLIDATION OF A SPECIAL MUNICIPAL
ELECTION SUBMITTING TO THE ELECTORS OF THE CITY CERTAIN
PROPOSED AMENDMENTS TO THE CITY CHARTER, WITH THE STATE
OF CALIFORNIA GENERAL ELECTION TO BE HELD ON TUESDAY,
NOVEMBER 5, 1974, AND SETTING FORTH THE EXACT FORM OF
THE PROPOSITIONS TO BE VOTED UPON AT SUCH ELECTION AS
THE SAME ARE TO APPEAR ON THE BALLOT.
WHEREAS, Section 23302 of the Elections Code of the
State of California provides that whenever an election called by
a city for the submission of any question or proposition is to
appear upon the same ballot as that provided for a statewide
election, the city shall, at least 74 days prior to the date of
the election, file with the Board of Supervisors, and a copy with
the County Clerk, a resolution of its governing body requesting
such consolidation and setting forth the exact form of any questions
or propositions to be voted upon at such election, as the same are
to appear on the ballot; and
WHEREAS, on the 12th day of August, 1974, this Council
did pass and adopt Resolution No. 61-74 , calling a Special
Municipal Election to be held in the City of Bakersfield on Tuesday,
the 5th day of November, 1974, for the purpose of submitting to the
qualified electors of said City, certain proposed amendments to the
Charter of the City of Bakersfield; and
WHEREAS, it is the desire of this Council that said
Special Municipal Election be consolidated with the State of
California General Election to be held on Tuesday, the 5th day of
November, 1974.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That the Board of Supervisors of the County of Kern
is hereby requested to make an order, pursuant to Section 23302 of
the Elections Code of the State of California, consolidating the
Special Municipal Election called by the Council of the City of
Bakersfield for the purpose of submitting to the qualified electors
of the City, certain proposed amendments to the City Charter, for
November 5, 1974, with the State of California General Election to
be held on the same date.
2. That the form of the City of Bakersfield propositions
to be voted upon at said election, as the same are to appear on the
ballot, are as follows:
Measure "A"
Shall Section 18 of the Charter of the City of
Bakersfield be amended to provide that, commenc-
ing with the fiscal year 1974-1975, salaries
of councilmen shall be equal to salaries of
councilmen in general law cities of comparable
population range?

Measure "B"
Shall subsection (c) of Section 20 of the Charter
of the City of Bakersfield be amended to provide YES
that the Mayor shall receive such salary, not less
than six thousand dollars annually, and such ex- '
penses, not less than fifteen hundred dollars NO
annually, as shall be prescribed by the City
Council?
Measure "C"
Shall Sections (194)12 and (229)9 of the Bakers-
field City Charter be amended to provide that
the appointment by the City Manager of the Fire
Chief and Police Chief need not be made from
among the members of the Bakersfield Fire and
Police Departments ?

Shall subsection (a) be added to Section (194)12
and Section (208)1 of the Bakersfield City Charter
be amended to provide that the Fire Chief and all
miscellaneous department heads and deputy and
assistant City Manager, present incumbents
excepted, be removed from Civil Service and be
subject to removal for cause by their appointing
authority?

3. That said Board of Supervisors is further requested
to provide that within the City of Bakersfield, the election pre-
cincts, polling places and voting booths shall, in every case, be
the same and there shall be only one set of election officers in
each of the precincts established in the City for said Special
Municipal Election and the State of California General Election
and that the exact form of the measures to be voted upon shall be
set forth in each ballot to be used at said Special Municipal
Election within the City of Bakersfield.
4. Said Board of Supervisors of Kern is further requested
to cause said measure to be printed upon each of the ballots to be
used in the City of Bakersfield at said Special Municipal Election
consolidated with the State of California General Election within
the City, including absent voter ballots. Said Board is further
requested to cause to be set forth said measure on all sample
ballots relating to said Special Municipal Election and to mail to
the qualified electors within the City said sample ballots and
polling place cards and arguments, if any, relating to said Special
Municipal Election, all in the time and in the form required by
law and to provide absent voter ballots for said consolidated
election for use by qualified electors of the City of Bakersfield
who may be entitled thereto, in the manner provided by law.
5. That the Board of Supervisors of the County of Kern
i's hereby authorized to canvass or cause to be canvassed the returns
of said Special Municipal Election in the City of Bakersfield, and
are requested to certify the results of the canvass of said returns
to the Council of the City of Bakersfield, who shall thereupon
declare the results thereof.
6. That the City Clerk is hereby directed to transmit
and file certified copies of this resolution with the Board of
Supervisors of Kern County and the County Clerk of Kern County, as
required by Section 23302 of the Elections Code of the State of
California.

I HEREBY CERTIFY that the foregoing resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 12th day of August , 1974,
by the following vote:
