A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF KERN TO ORDER
THE CONSOLIDATION OF A SPECIAL MUNICIPAL
ELECTION WITH THE STATE GENERAL ELECTION
TO BE HELD ON NOVEMBER 3, 1970, AND SETTING
FORTH THE EXACT FORM OF THE PROPOSITIONS
TO BE VOTED ON AT SUCH ELECTION, AS THE
SAME ARE TO APPEAR ON THE BALLOT.
WHEREAS, on the 17th day of August, 1970, this Council
did pass and adopt Resolution No. 51-70 calling a special municipal
election to be held in the City of Bakersfield, on the 3rd day of
November, 1970, for the purpose of submitting to the qualified electors
of said City, certain proposed amendments to the Charter of the City
of Bakersfield, and submitting to the electors 'the question of the
repeal of Chapter 1.50 of the Municipal Code, and
WHEREAS, it is the desire of this Council that said special
municipal election be consolidated with the State General Election
to be held on the 3rd day of November, 1970.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. That pursuant to Section 23300 of the Elections Code
of the State of California, it is hereby ordered that the special
municipal election called by the Council of the City of Bakersfield
for November 3, 1970, be consolidated with the State General Election
to be held on the same date.
2. That the form of the City of Bakersfield propositions
to be voted upon at said election, as the same are to appear on the
ballot, be as follows:
PROPOSITION NO. 1
Shall the City of Bakersfield abolish the
Municipal Transit System by the repeal,
effective March 1, 1971, of Chapter 1.50 of
the Municipal Code providing for the operation
and financing of the transit system?

PROPOSITION NO..2
Shall Section 43 of the Charter of the City of
Bakersfield be amended by deleting the City
residency requirements for officers and employees?
YES
NO
PROPOSITION NO. 3
Shall Section (228)8 of the Charter of the City
of Bakersfield be amended to extend the maximum
probationary period for all members of the Police
Department in permanent positions to twelve (12)
months?
YES
NO
PROPOSITION NO. 4
Shall Section (224)4 of the Charter of the City
of Bakersfield be amended by deleting the age
requirement that all appointees to the Police
Department be between twenty-one (21) and forty-
five (45) years of age?

3. That for the purpose of said special municipal election
the precincts, polling places and officers of election within the
City of Bakersfield shall be the same as those provided for said
State General Election within said City.
4. That the Board of Supervisors of the County of Kern
is hereby authorized to canvass the returns of said special municipal
election, and shall certify the result of the canvass of said returns
to the City Council of the City of Bakersfield, who shall thereupon
declare the results thereof.
5. That the Clerk of the Council of the City of Bakersfield
is hereby directed to transmit and file certified copies of this
Resolution with said Board of Supervisors and the Clerk of Kern County,
as required by Section 23302 of the Elections Code of the State of
California.

I HEREBY-CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 17th day of August, 1970, by
the following vote:
