HomeMy WebLinkAboutRES NO 41-70 RESOLUTION N0.41-70 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD, CALIFORNIA APPROV- ING UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT AND FILING OF AN APPLICATION WHEREAS.;- under Title 1 of the Housing Act of 1.949, as amended (her,ein r,efer,r,ed to as "Title 1 ,), the Secr,etary off Housing and Ur,ban Devetopnaent is author,ized to extend financial assistance to local public agencies in the elimination and prevention of the spread of their slums and u.P:ban blight thr,ough the planning and undertaking of urban r,enewal projects; and WHEREAS it is desirable and in the public interest that the Redevelopment Agency of ~he City of ~akensField, Califor,nia make surveys and prepare plans, pr,esent]y es(i'm..ated to cost approximately Eighty-nine Thousand Nine Hundred and Eighty Dollar,s ({'~9, 980. ), in order` to under`take and car,r,y o{~t an urban r,enewal project of the character` contemplated by Section 110 (c) of the City of Bakers- field, County of Ker,n, and State' oF :Ca-l{for`n[a, which is described as follows: Bounded by Twenty-Thir,d Street on the nor,th, Chester Avenue on the west, Truxtun Avenue on the south and "N""' Street on the east. · NOW, THEREFORE, "BE IT R~SOLVED BY THE CITY COUNCIL OF THE CITY OF BAKERSFIELD, CALIFORNIA: 1. That. the pr,oposed Ur,ban Renewal Ar,ea described above is a slum, blighted, deter,iorated, or, deter,locating area appropriate for an urban renewal project and that the undertaking by the Redevelopmerit Agency of the City of Bake .ns- field, Califor,nia of surveys and plans fop at~ ur,ban r,enewal project of the character` contemplated by Section 110 (c) of Title 1 in the proposed Urban' Renewal Ar,ea is hereby approved. 2. :Fhat the financial assistance available under Title 1 is needed to enable the Redevelopn~ent Agency of the City of Baker,sfield, California to finance the planning and under`taking of the proposed Project. taking and car,tying out of ur,ban r,enewal pr,ojects with Feder,al financial assistance under` Title 1, including those r,elaEing to (a) ~he pelocation of site occupants, (b) the provision of local grants-in-aid, (c) the prohibition of discrimination be- cause of r,ace, color`, creed, or, national origin, and (d) the r,equ[rement that the locality present to the SecneE~ry of Housing and Urban Development, as a pr,epequisite to approval of the application described below, a Workable Program fop Community Improvement, as set forth in Section 1 01' (c) off Title 1, for utitiz- That it is cognizant of the conditions that are imposed in the under-- R-145 in9 appropriate public and private resources to eliminate and prevent the de- velopment or spread of slums and urban blight. 4. That it is the sense of this body (a) that a feasible methSd for the relocation of individuals and families displaced from the Urban Renewal Area, in conformity with Title ~, can be prepared, and (b) that the local grants-in-aid can and will be provided in an amount which wilt be not less than 1/8 of the Net Project Cost of the Project and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the urban renewal plan. 5. That the filing of an application by the Redevelopr-nent Agency of the City of Bate r~fteld, California for an advance of funds from the United States of America to enable it to defray the cost o~ the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved.
