A RESOLUTION OF THE COUNCIL REITERATING
ITS APPROVAL OF THE CONCEPT OF THE CROSS-
VALLEY, JOINT-USE CANAL CONTAINED IN THE
APRIL 17, 1970 REPORT OF THE KERN COUNTY
WATER AGENCY.
WHEREAS, on September 11, 1967 the City Council passed
its Resolution No. 75-67 offering cooperation with the Kern County
Water Agency to acquire supplemental water supplies for urban
Bakersfield based upon certain standards; and
WHEREAS, on February 16, 1970 the "Stetson Plan" was
submitted to the City Council which plan indicated two cross-valley
joint-use Iplans coupled with an exchange program; and
WHERF_AS, the "Stetson Report" was unanimously adopted
by the City Council as the best recommendation the Council had
received to date and the report was forwarded to the Kern County
Water Agency with the request for consideration and evaluation; and
WHEREAS, on April 17, 1970 the Kern County Water Agency
submitted a report to the City of Bakersfield which modifies the
Stetson 'plan but embraces the concept of a joint-use canal and an
exchange of Kern River Water for State water.
NOW, THEREFORE, BE IT RESOLVED that:
1. The City Council of the City of Bakersfield reiterates
its approval of the concept contained in the Stetson plan as modified
by the Kern County Water Agency in its A'pril 17, 1970 report.
2. Such approval is subject to acceptable allocation of
costs between the beneficiaries of the joint-use canal for construction
of the 'proposed facilities and exchanges.
3. The City of Bakersfield further resolves to consider
any alternatives designed to acquire the best water at the cheapest
price for the urban user.
4. The City Council commends the Agency and its local
staff members for the follow through on the latest considerations
of the exchange 'princi'ple and in 'particular the attention given to
an exchange which does not carry with it' the concept of the Ipayment
of tribute as consideration for such exchanges.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 4th day of May, 1970, by the
following vote:
