WHEREAS, the Federal Government has ap'pro'priated funds
to the Traffic Operation Program to Increase Capacity and Safety,
hereafter known as TOPICS, for the purpose of improving traffic
safety and capacity at vital locations in urban areas; and
WHEREAS, the California State Department of Public Works
has been designated to administer and coordinate studies and
activities of various agencies within the urban areas of the state;
and
WHEREAS, to assure coordination between agencies in the
most productive manner they require a Coordinating Agent be appointed
for each urban area or portion thereof that is 'participating in the
'program; and
WHEREAS, by their letter of January 23, 1970 the California
State Department of Public Works indicated that each District Office
of the State Division of Highways may serve as Coordinating Agent
on an interim basis until such time as an official designation
based on specific city and county recommendations can be effected;
and
WHEREAS, funds have been apportioned to the County of
Kern, the City of Bakersfield and other urban areas of the County
and specific projects are identified and are being developed in
accordance with TOPICS concepts;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Bakersfield, State of California, that it intends to
participate in the TOPICS program and that it requests Division 6,
Division of Highways, State Department of Public Works, Fresno, to
act as Coordinating Agent on all TOPICS projects in the City of
Bakersfield.
IT IS FURTHER RESOLVED that upon accepting the role as
Coordinating Agent, Division 6, Division of Highways, may work
directly with the Director of Public Works, City of Bakersfield,
in coordinating TOPICS 'projects in the City of Bakersfield.

I HERERBY CERTIFY that the foregoing Resolution was
'passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 4th day of May, 1970, by the
