HomeMy WebLinkAboutRES NO 28-70RESOLUTION NO. 28-70 WHEREAS, the Congress of the United States has in the Federal-Aid Highway Act of 1968 declared it to be in the national interest for Federal Funds to be expended for a "TOPICS"'program which consists of making traffic operation improvements on a systematic basis in accordance with an area-wide 'plan over a network of arterial and other major streets within urban areas; and WHEREAS, the Legislature of the State of California has enacted Chapter 1141 of the Statutes of 1969, by which the federal funds authorized may be made available for use on county highways, city streets, and state highways to reduce traffic congestion and to facilitate the flow of traffic in urban areas in accordance with the intent of the federal act; and WHEREAS, there exists a compelling need for traffic operation improvements on existing streets within the boundaries of the City of Bakersfield; and WHEREAS, the City of Bakersfield therefore desires to make use of such TOPICS funds as may be made available within the jurisdictional boundaries of said City of Bakersfield; and WHEREAS, the Department of Public Works of the State of California has informed the City of Bakersfield that $131,063 has been apportioned to the City of Bakersfield as its share of California's 1969-70 fiscal year allocation of federal TOPICS funds. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. That these TOPICS funds allocated to the City of Bakersfield are intended to be expended by the City for the stated purposes of making the required area-wide TOPICS study for the City of Bakersfield and improvement 'projects. o0o I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 20th day of April, 1970, by the following vote: AYES: COUNCILMEN BLEECKER, HEISEY, REES, RUCKER, STIERN, VE'rI'ER, WHITTEMORE NOES: COUNCILMEN: ABSENT COUNCILMEN: 72 ABSTAINING COUNCILMEN, and Ex-Officio Clerk of the Council of the City of Bakersfield APPROVED:
