RESOLUTION NO.
89-73
A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD SUPPORTING PROPOSITION #1
ON THE STATE BALLOT ELECTION NOVEMBER 6,
1973.
WHEREAS, the percentage of personal income taken by
government has risen sharply so that today more than-43% of such
personal income is collected by federal, state and local govern-
ments; and
WHEREAS, taxation has become an onerous burden for the
average wage earner, to the extent that for the first time in
history, Americans are spending more to support government than
for basic necessities such as food, clothing and shelter; and
WHEREAS, Proposition #1 on the November 6, 1973, ballot
will offer Californians an opportunity to amend the California
Constitution to limit the percentage of personal income the state
can collect in revenues; and
WHEREAS, Proposition #1 specifically prohibits a shift in
taxation from state to local governments; and
WHEREAS, Proposition #1 will permanently exempt low income
families from paying any state income taxes; and
WHEREAS, Proposition #1 will not favor one state service
over another, but will leave with the Legislature the power to
allocate state funds; and
WHEREAS, Proposition #1 provides for changes in the tax
limits if they become necessary by voter approval.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that this organization go on public record
as approving the concept of tax limitation to protect the free
enterprise system and the private initiative of our citizens and

that we urge voters to approve Proposition #1 in the election
scheduled for November 6, 1973.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield, at a regular
meeting thereof held on the 15th day of October, 1973, by the
following vote:
