HomeMy WebLinkAboutRES NO 83-72 e . i . RESOLUTION NO. 83-72 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD ADOPTING THE INTERIM OPEN-SPACE PLAN OF THE BAKERSFIELD METROPOLITAN AREA. WHEREAS, Section 65563 of the Government Code of the State of California requires every city to prepare, adopt and sub- mit to the Secretary of the Resources Agency, an Interim Open-Space Plan, which will be in effect until June 30, 1973; and WHEREAS, such Interim Open-Space Plan has been prepared and placed on file in the offices of the Planning Department and City Clerk for inspection by the public, and consists of the follow- ing: (1) Written goals and policies which will guide the preparation and implementation of the Open-Space Plan, set forth in the following documents: (a) The Open-Space and Conservation Element of the Kern County General Plan adopted June 26, 1972; (b) The Areawide Open-Space Element and Program of the Comprehen- sive Plan adopted by the Kern County Council of Governments, (an areawide Planning organization including the City of Bakersfield) on June 29, 1971; (c) Portions of the Bakersfield Metropolitan Area General Plan adopted by the City on November 6, 1961, relat- ing to Parks and Recreation, Local Parks Planning Policy and Kern River Metropolitan Recreation Area. (2) A written statement setting forth a program for orderly completion and adoption of the Open-Space Plan by June 30, 1973, including a description of the methods by which Open-Space resources will be inventoried and conservation measures determined; and WHEREAS, the Planning Commission of the City of Bakersfield after publication of due notice of time and place, held and conducted e . a public hearing, in every respect in accordance with the published notice and the law, on November 1, 1972, for the purpose of hearing any person desiring to be heard on the matter of the approval of the Interim Open-Space Plan for the Bakersfield Metropolitan area; and WHEREAS, after said public hearing and on November 1, 1972, the Planning Commission approved the said Interim Open-Space Plan by majority vote of all members of the Commission, and it has been properly endorsed to show that it has been approved by the Planning Commission, and transmitted to the City Council; and WHEREAS, due notice of the time and place of public hearing before the City Council was published in the Daily Californian, a newspaper of general circulation, on November 10, 1972; and WHEREAS, the City Council held and conducted a public hearing, in every respect in accordance with the published notice and the law, on November 20, 1972, for the purpose of hearing any person desiring to be heard on the matter of the adoption of the Interim Open-Space Plan for the Bakersfield Metropolitan Area; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. That all the matters stated in the recitations above are true and correct. 2. That the Interim Open-Space Plan for the Bakersfield Metropolitan Area, consisting of the matters set forth above, dated November 1, 1972, is hereby approved and adopted. 3. That the Interim Open-Space Plan for the Bakersfield Metropolitan Area shall be in effect until June 30, 1973. 4.
