HomeMy WebLinkAboutRES NO 56-72RESOLUTION NO. 56-72 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD APPROVING REQUEST OF SAN JOAQUIN COMMUNITY HOSPITAL FOR AN EMERGENCY AMBULANCE HELICOPTER LANDING PAD (HELISTOP) ON ROOF OF NEW HOSPITAL FACILITY AND FINDING THAT BENEFITS OF HELISTOP OUTWEIGH ADVERSE EFFECTS TO ENVIRONMENT. WHEREAS, Section 21661.5 of the State Public Utilities Code requires that the City Council of a city in which an "airport" is proposed to be located must approve the plan for its construction prior to submitting an application for its construction to a state agency; and WHEREAS, the City Board of Zoning Adjustment on September 12, 1972, approved a conditional use for the construction of a helistop on the roof of, and in conjunction with and construction of, the San Joaquin Community Hospital building between "H" and Eye Streets and 26th and 27th Streets, 2615 Eye Street, in the City of Bakers- field, and determined that the infrequent use of this helistop would not have any measurable adverse environmental effect and at the same time would provide desirable ambulance emergency landing facilities; and WHEREAS, said Board of Zoning Adjustment approved such conditional use and recommended approval of the request subject to the condition that the approach and take-off pattern are not oriented to the Westchester residential area; and WHEREAS, the State Department of Aeronautics has further requested that the City Council express its view as to whether the construction of such helistop will have a beneficial effect for the public outweighing any adverse effect that it might have on the environment;' NOW, THEREFORE~ BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. That the City Council affirms and approves the action of the Board of Zoning Adjustment in the conditional approval of the conditional use for a helistop on the roof of the San Joaquin Community Hospital Building at 2615 Eye Street, Bakersfield, California, including the possible effect thereof on the environ- ment. 2. That the City Council determines that the construction of such facility at such site will have greater beneficial effect upon the community in general outweighing any possible adverse effect that it might have on the environment. 3. That the approval and determination of the City Council is subject to the condition that the approach and take-off pattern for the hellstop are not oriented to the Westchester residential area, and subject to final determinations of the Federal Aviation Administration respecting any adverse effect on the environment. 4.
