WHEREAS, the Congress of the United States has in the
Federal-Aid Highway Act of 1968 declared it to be in the national
interest for FederalFunds to be expended for a "TOPICS" program
which consists of making traffic operation improvements on a system-
atic basis in accordance with an area-wide plan over a network of
arterial and other major streets within urban areas; and
WHEREAS, the Legislature of the State of California has
enacted Chapter 1141 of the Statutes of 1969, by which the federal
funds authorized may be made available for use on county highways,
city streets, and state highways to reduce traffic congestion and
to facilitate the flow of traffic in urban areas in accordance with
the intent of the federal act; and
WHEREAS, there exists a compelling need for traffic opera-
tion improvements on existing streets within the boundaries of the
City of Bakersfield; and
WHEREAS, the City of Bakersfield therefore desires to make
use of such TOPICS funds as may be made available within the juris-
dictional boundaries of said City of Bakersfield; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. That the fiscal year 1971-72 and'fiscal year 1972-73
TOPICS funds to be allocated to the City of Bakersfield are intended
to be expended by the City for improvement projects and related
studies.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 10th day of April, 1972, by the follow-
ing vote:
