A RESOLUTION OF THE COUNCIL OF THE CITY
OF BAKERSFIELD OBJECTING TO THE USE OF
THE FUNCTIONAL CLASSIFICATION STUDY AS
THE BASIS FOR DELETING OR ADDING HIGHWAYS
TO THE STATE HIGHWAY SYSTEM.
WHEREAS the State Division of Highways has embarked on a
functional classification study of the State Highway System; major
county roads and city streets pursuant to a National Functional
Classification Study; and
WHEREAS the City of Bakersfield was asked to participate
in a Punctional Classification Study of a portion of the Bakersfield
Metropolitan area streets by the Division of Highways; and
WHEREAS the study was supposed to be prepared with the
maximum participation and coordination of the local agencies within
the State; and
WHEREAS the limited amount of time available to complete
the study prohibited the local agencies from. reviewing and co-
ordinating the classes of facilities within their jurisdiction
with the classifications determined by the Division of Highways;
and
WHEREAS the City was advised the ~Unctional Classification
,StUdy.was not intended to supersede existing classifications that
were previously established within the State; and
WHEREAS the City was advised the study was designed to
classify into a limited number of functional classes the logical
uses of all e~isting facilities without regard to jurisdiction
and in no way establish classes for any other purpose and was
not intended to supersede existing classifications; and
WHEREAS the Functional Classification Advisory Committee
and the Division of Highways have used the results of their
designated classifications of existing highways as the basis for
recommending the changing of justification of existing facilities
by adding and deleting them from' the State Highway System.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield, that it does herewith express objection to
the Division of Highways' interpretation of the Functional
Classification Study and opposes any and all deletions from the
State Highway System within the metropolitan area of Bakersfield.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at
a regular meeting thereof held on the 13th day of September, 1971,
by the following vote:
