HomeMy WebLinkAboutRES NO 54-71 RESOLUTION NO. 54-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD REQUESTING HUD TO DEFER FURTHER 235 AND 236 PROJECTS IN URBAN BAKERSFIELD UNTIL SUCH TIME AS PUBLIC HEARINGS MAY BE HELD. WHEREAS, housing project applications under Sections 235 and 236 of t'he National Housing Act of 1968 'have been granted in the urban Bakersfield area, and WHEREAS, additional applications are or will be filed for new projects in the urban Bakersfield area, and WHEREAS, public hearings are not 'held and there does not appear to be any surveys or studies made relative to the establishment of projects in certain areas, and WHEREAS, the impact of these projects 'have serious consequences on neighbor'hood patterns including but not limited to impact on local schools, park systems, transportation facilities, and WHEREAS, disruptions of local patterns wit'hout con- sideration of the impact. on the community aims, desires, and general welfare is alien to our historic way of life and government, and WHEREAS, there appears to be serious questions respecting the type of construction, quality and workmanship in the 'homes constructed in 235 and 236 projects, and WHEREAS, the program is so structured that the homes built are of minimal quality in comparison wit'h conventional- type homes, and WHEREAS, substantial vacancy factors are apparent in existing projects, and WHEREAS, the ultimate purchaser attracted by the low down payment and low monthly rental is the ultimate loser in these transactions along with the neighborhood as the homes deteriorate because of abandonment and other factors. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The Department of HUD be requested to defer further projects in the urban area of Bakersfield until such time as public hearings may be heard on each project to determine the impact of such projects on t'he local community. 2. It is requested that t'he general operating procedures of HUD be reviewed to assure consideration be given local community areas and t'he City itself as to the impact such projects 'have on tlhe community. 3.
