HomeMy WebLinkAboutRES NO 46-71RESOLUTION NO. 46-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD REQUESTING AN IN- VESTIGATION OF THE ACTIVITIES OF THE KCEOC BY 'THE GENERAL ACCOUNTING OFFICE OF THE UNITED STATES GOVERNMENT. WHEREAS, the Kern County Economic Opportunity Corporation (KCEOC) operates as the official Community Action Agency for Kern County, California, pursuant to Public Law 84-452 (The Economic Opportunity Act) under the Office of Economic Opportunity (OEO), and WHEREAS, dissatisfaction has been expressed in the community relative .to the operation of KCEOC, and WHEREAS, this dissatisfaction has been expressed in the following assertions: (1) Unrealistic programs are adopted by KCEOC for implementation. (2) Public funds are dissipated for questionable purposes. (3) Some programs die because of ineptness of management. (4) There is no criteria set for success and no fixing of responsibility for failure. (5) Public funds may have been misused. (6) Questionable displays in offices of known revolutionaries and slogans of revolutionary design. and WHEREAS, the City Council of the City of'Bakersfield desires that these assertions be investigated to determine the truth or falsity of the same, and WHEREAS, any such investigation should properly be "' conducted by an appropriate arm of the Federal Government, and WHEREAS, it is believed that the General Accounting Office (GAO) would be the appropriate agency to investigate the KCEOC to determine if the KCEOC has properly fulfilled its obligations under OEO guidelines. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield as follows: 1. The City of Bakersfield requests the General Accounting Office of the United States GoVernment to investigate the activities of the Kern County Economic Opportunity Corporation to determine if OEO guidelines are properly foliOwed and monies expended properly. 2.
