A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD DECLARING AN URGENT NECESSITY,
DISPENSING WITH ADVERTISING FOR BIDS, AND
AUTHORIZING CALIFORNIA WATER SERVICE COMPANY
TO PERFORM WORK.
WHEREAS, the Ashe Water System's peak summer domestic
water demands are calculated to exceed the capacity of the system
to supply water at normal operating pressure; and
WHEREAS, the City has entered into an agreement for the
purchase of an additional water well, known as Tenneco Irrigation
Well No. 6F8-2 (hereinafter Well No. 6F8-2); and
WHEREAS, Well No. 6F8-2 will supplement the Ashe Water
System to assure normal operating pressure and adequate water supply
in the event of a pump failure within the Ashe Water System; and
WHEREAS, Well No. 6F8-2 must become operational in the
Ashe Water System as soon as possible; and
WHEREAS, the cost to connect Well No. 6F8-2 to the Ashe
Water System will be approximately $40,000; and ~'
WHEREAS, advertising for bids can cause a delay which
could have potentially serious effects; and
WHEREAS, California Water Service is capable and can
perform the necessary work to connect Well No. 6F8-2 to the Ashe
Water System without delay, under paragraph 7(g) of their operations
agreement with City for the Ashe Water System.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAKERSFIELD
HEREBY FINDS AND DECLARES AS FOLLOWS:
1. That it is a matter of urgent necessity for the pre-
servation of life, health and property that Well No. 6F8-2 be
connected to the Ashe Water System as soon as possible; and
2. That the advertisement of bids be dispensed; and
3. That California Water Service is authorized to pro-
ceed to perform the work necessary to connect Well No. 6F8-2 to
the Ashe Water System pursuant to paragraph 7(g) of Ashe Water
System Operation Agreement.

I HEREBY CERTIFY that the foregoing Resolut'ion was passed
and adopted by the Council of the City of Bakersfield, at a regular
meeting thereof held on the 16th day of July, 1980, by the-following
vote:
