HomeMy WebLinkAboutRES NO 26-80RESOLUTION NO. 26-80 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD ESTABLISHING TRANSPORTATION PRIORITY FOR FISCAL YEAR 1981-82 FOR SUBMISSION TO THE CALIFORNIA TRANSPORTATION COMMISSION. WHEREAS, the Alquist/Ingalls Act (AB 402) requires that each Regional Transportation Planning Agency annually prepare and submit to the California Transportation Commission a proposed five- year Regional Transportation Improvement Program; and WHEREAS, Kern Council of Governments (Kern-COG) is the Regional Transportation Planning Agency to which the City of Bakersfield is a member; and WHEREAS, the Regional Transportation Improvement Program is designed to be a comprehensive coordinated document of transportation project improvements; and WHEREAS, the information contained in the Regional Trans- portation Improvement Program will be utilized as a local input into the State Transportation Improvement Program; and WHEREAS, the interchange at Stockdale Highway and Route 99 Freeway provided off-ramps and on-ramps and such ramps were removed during the course of the Route 58 Freeway construction; and WHEREAS, such removal has resulted in a highly undesirable traffic circulation system for the community and absence of such interchange is contrary to the Bakersfield Metropolitan Area General Plan, which includes a freeway interchange at such location; and WHEREAS, this Council desires to maintain and improve traffic circulation and service and provide convenient access to Brundage Lane and Stockdale Highway by the replacement of on-ramps and off-ramps from such streets to Route 99 Freeway and desires to conform to said General Plan by the construction of such inter- change; and WHEREAS, on February 9, 1976, the City Council requested that the California Highway Commission authorize and cause to be constructed during the 1976-1977 fiscal year, an interchange as a new connection at Stockdale Highway and Route 99 Freeway, providing access to Brundage Lane and Stockdale Highway by construction of on-ramps and off-ramps from such streets to Route 99 Freeway; and WHEREAS, the interchange project requested in Resolution No. 8-76 has not been undertaken and problems which that program is intended to redress have become increasingly acute with the passage of time; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD AS FOLLOWS: 1. That the number one priority item for inclusion in the State Transportation Improvement Program, as determined by the City Council of the City of Bakersfield for the fiscal year 1981-82, is an interchange as a new connection at Stockdale Highway and Route 99 Freeway, providing access to Brundage Lane and Stockdale Highway by construction of on-ramps and off-ramps from such streets to Route 99 Freeway. 2. That certified copies of this Resolution be transmitted forthwith to the Board of Supervisors of the County of Kern and to Kern Council of Governments (Kern-COG). 3.
