A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD ESTABLISHING TRANSPORTATION
PRIORITIES FOR FISCAL YEAR 1980-81 FOR
SUBMISSION TO THE CALIFORNIA TRANSPORTATION
COMMISSION.
WHEREAS, the Alquist/Ingalls Act (AB 402) requires that
each Regional Transportation Planning Agency annually prepare and
submit to the California Transportation Commission a proposed five-
year Regional Transportation Improvement Program; and
WHEREAS, Kern Council of Governments (Kern-COG) is the
Regional Transportation Planning Agency to which the City of Bakersfield
is a member; and
WHEREAS, the Regional Transportation Improvement Program is
designed to be a comprehensive coordinated document of transportation
project improvements; and
WHEREAS, the information contained in the Regional Trans-
portation Improvement Program will be utilized as local input into
the State Transportation Improvement Program; and
WHEREAS, on December 7, 1971, the City Council, after con-
ducting a public hearing, recommended to the State of California,
Department of Public Works, Division of Highways, that State Route
178 be constructed as a freeway between Freeway 99 and Union Avenue;
and
WHEREAS, the Kern Council of Governments (Kern-COG) and the
Technical Advisory Committee (TAC) of Kern-COG have recommended that
the number one priority item for the 1980-81 fiscal year is the
right-of-way acquisition of State Route 178 from Freeway 99 to "M"
Street and the new freeway construction of that area; and
............. WHEREAS, on April 2, 1980, the City Council of the City of
Bakersfield considered the recommendation of Kern-COG and the Technical
Advisory Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF BAKERSFIELD AS FOLLOWS:
1. That the number one priority item for inclusion in the
State Transportation Improvement Program, as determined by the City
Council of the City of Bakersfield for the fiscallyear 1980-81, is
the right-of-way acquisition of State Route 178 from Freeway 99 to
"M" Street and the new freeway construction thereof°
2. That the number two priority item for inclusion in
the State Transportation Improvement Prograb as determined by the
City Council of the City of Bakersfield for fiscal year 1980-81, is
for the expansion from two lanes to four lanes of the Planz Road
overcrossing at Freeway 99.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 2d day of April, 1980, by the following
vote:
