'19180 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF KERN TO ORDER THE CONSOLIDATION OF TWO CITY ELECTIONS, TO-WIT: THE NOMINATING MUNICIPAL ELECTION FOR THE OFFICE OF MAYOR AND THE SPECIAL MUNICIPAL ELECTION FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS OF THE CITY AN AMENDMENT TO THE CHARTER OF THE CITY OF BAKERSFIELD, WITH THE STATE OF CALIFORNIA CONSOLIDATED PRIMARY ELECTION TO BE HELD ON TUESDAY, JUNE 3, 1980, SETTING 'FORTH THE LIST OF CANDIDATES FOR MAYOR AND THE EXACT FORM OF THE MEASURE TO BE VOTED UPON AT SUCH ELECTIONS AS THE SAME ARE TO APPEAR ON THE BALLOT. WHEREAS, Section 23302 of the Elections Code of the State of California provides that whenever an election called by a city for the submission of any proposition or office to be filled is to be consolidated with a statewide election, and such proposition or office to be filled is to appear upon the same ballot as that pro- vided for such statewide election, the city shall at least 74 days prior to the date of the election, file with the Board of Supervisors, and a copy with the County Clerk, a resolution requesting such con- solidation and setting forth the exact form of any proposition or office to be voted upon at such election, as the same are to appear on the ballot; and WHEREAS, on the 5th day of March, 1980, this Council did pass and adopt Resolution No. calling the Nominating Municipal Election For the Office of Mayor, to be held in the City of Bakersfield on Tuesday, the 3d day of June, 1980; and WHEREAS, on the 5th day of March, 1980, this Council did pass and adopt Resolution No. calling a Special Municipal Election to be held in the City of Bakersfield on Tuesday, the 3d day of June, 1980, for the purpose of submitting to the electors of said City, an amendment to the Charter of the City of Bakersfield set forth in said Resolution; and WHEREAS, it is the desire of this Council that the two elections above specified be consolidated with the State of California Consolidated Primary Election to be held on Tuesday, the 3d day of June, 1980. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of BakerSfield as follows: 1. That the Board of Supervisors of the 'County of Kern is hereby requested to make an order, pursuant to Section 23302 of the Elections Code of the State of California, consolidating both the Nominating Municipal Election For The Office of Mayor and the Special Municipal Election for the purpose of submitting to the qualified electors of the City an amendment to the Bakersfield City Charter, both called for June 3, 1980, with the State of California Consoli- dated Primary Election to be held on the same date. 2. That the list of candidates for the office of Mayor of the City of Bakersfield, as the same is to appear on the ballot, shall be as follows: MAYOR Charles H. Dodge Retired Sheriff Gary Gibson Businessman VOTE FOR ONE Alfred Leon Florist Arthur L. Rockoff Certified Public Accountant Mary K. Shell Writer 3. That the form of the City of Bakersfield measure to be voted upon at said consolidated election, as the same is to appear on the ballot, is as follows: Shall Section 47.1 of the charter of the City of Bakersfield be amended to provide YES that the prohibition against continuation in service of temporary employees beyond 120 ......... working days a year shall not apply to temporary employees under federal or state- funded programs? NO 4. That said Board of Supervisors is further requested to provide that within the City of Bakersfield, the election pre- cincts, polling places and voting booths shall, in every case, be the same and there shall be only one set of election officers in each of the precincts established in the City for said consoli- dated city elections and the Consolidated Primary Election and that the exact form of the measure to be voted upon, and the office to be filled shall be as set forth in each ballot to be used at said elections within the City of Bakersfield. 5. Said Board of Supervisors of Kern County is further requested to cause the listof candidates for Mayor of the City of Bakersfield and the measure to be printed upon each of the ballots to be used in the City of Bakersfield at said Municipal Nominating Election and Special Municipal Election for charter amendment con- solidated as requested, within the City,'including absent voter ballots. Said Board is further requested to cause to be set forth said office and measure on all sample ballots relating to both City elections called and consolidated, and to mail to the qualified electors within the City said sample ballots and voters pamphlets and arguments if any relating to said elections, all in the time and in the form required by law and to provide absent voter ballots for said consolidated elections for use by electors of the City of Bakersfield who may be entitled thereto in the manner provided by law. 6. That the Board of Supervisors of the County of Kern is hereby authorized to canvass or cause to be canvassed the returns of said Nominating Municipal Election for Mayor and the Special Municipal Election for Charter Amendment, and are requested to certify the results of the canvass of said returns to the Council of the City of Bakersfield, who shall thereupon declare the results thereof. 7.
