A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD CALLING THE SPECIAL MUNICIPAL ELECTION
FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS
OF THE CITY AN AMENDMENT TO THE CHARTER OF THE
CITY OF BAKERSFIELD, PROVIDING FOR THE CONSOLIDA-
TION OF SAID ELECTION WITH THE NOMINATING MUNICIPAL
ELECTION FOR THE OFFICE OF MAYOR AND THE STATE OF
CALIFORNIA CONSOLIDATED PRIMARY ELECTION TO BE
HELD ON JUNE 3, 1980.
WHEREAS, the State of California Consolidated Primary
Election.will be held on the 3d day of June, 1980; and
WHEREAS, by separate resolution of the Council the Nomina-
ting Municipal Election for the Office of Mayor is also called for
June 3, 1980, and it is desired to consolidate such election with
the Special Municipal Election for the Purpose of Submitting to the
Electors of the City an Amendment to the Charter of the City of
Bakersfield and the State of California Consolidated Primary Election;
and
WHEREAS, through said election hereby called, the Council
of the City of Bakersfield proposes to submit an amendment to the
Charter, in the manner set forth in Chapter 3, Division 2 of Title
4 (commencing with Section 34450) of the Government Code of the
State of California, at a Special Municipal Election as aforesaid;
and
WHEREAS, the Charter amendment so proposed to be sub-
mitted is as follows:
MEASURE "A"
That Section 47.1 of the Bakersfield City Charter be
amended to read as follows:
Temporary Employment
Section 47.1. Nothing contained in this Charter is
intended to prevent the employment of persons for temporary
services in the several. d~partments of the City; provided
that, 'except.-for f.ederal-.~ors't'ate funded 'programs
designed for'training'or 'economic'reVitalization, such
persons shall not be continued in service for a period
of time exceeding one hundred twenty working days in
any one department in any period of one year.
NOW, THEREFORE, BE IT RESOLVED by the. Council of the City
of Bakersfield as follows:
1. That the above-stated measure to amend the Charter
of the City of Bakersfield is hereby submitted for placement on the
ballot in proper form to be used at said election.
2- That a Special Municipal Election is hereby called
to be held in the City of Bakersfield on Tuesday, the 3d day of
June, 1980, for the purpose of submitting to the electors of said
City the foregoing Charter amendment.
3. That said Special Municipal Election is hereby ordered
consolidated with the Nominating Municipal Election for the office
of Mayor of the Cityof Bakersfield and the State of California
Consolidated Primary Election to be held on June 3, 1980.
4. That the polls shall be openin all precincts in the
City from 7 A. M. to 8 P.M. .
5. That the City Clerk shall give all notices and perform
all advertising as required by law and perform or cause to be per-
formed all the duties and functions required by law for revision of
the City Charter.

I HEREBY CERTIFY .that the foregoing Resolution was passed
and adopted by .the Council of the 'City. of Bakersfield at a regular
meeting thereof held on the5th 'day of March, 1980, by the following
