A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING NEGATIVE DECLARATION
FOR PROJECT CONSISTING OF EXTENSION OF GOSFORD
(COFFEE) ROAD, TRUXTUN AVENUE NORTHWARD FROM
INTERSECTION OF GOSFORD AND TRUXTUN ACROSS
THE KERN RIVER.
WHEREAS, the Fire and DeVelopment Services Department of
the City of Bakersfield prepared a Negative Declaration for the pro-
ject consisting of extension of Gosford (Coffee) Road, Truxtun Avenue
northward approximately 860 feet from the intersection of Gosford
and Truxtun across the Kern River involving the construction of a
bridge approximately 380 feet in length, in accordance with 42 U.S.C.
4332(2)(c), 23 U.S.C. 128(a), the California Environmental Quality
Act and Paragraphs VI and VII of City of Bakersfield Resolution
No. 39-78; and
WHEREAS, said Negative Declaration was based on an Initial
Study and Focused Environmental Impact Study, dated October 11, 1979,
prepared by the said Fire and Development Services Department; and
WHEREAS, before and after completion of the Negative
Declaration, City representatives consulted with the State and all
responsible agencies and various public agencies having jurisdiction
by law and agencies and persons having special expertise; and
WHEREAS, notice of the preparation of said Negative Declara-
tion was given in accordance with law and duly submitted to the State
Clearinghouse through Kern COG for review on October 12, 1979; and
WHEREAS, the State Clearinghouse environmentally cleared
the said project on November 17, 1979; and
WHEREAS, due and proper notice of a public hearing before
the Council of the City of Bakersfield was given on December 2, 1979,
advising of the time, date and place of such public hearing, to wit:
December 12, 1979, and further advising that the Fire and Development
Services Department had found, on the basis of the Initial Study,
that the above-described project will not have a significant effect
on the environment; and
WHEREAS, all comments which have been received during the
consultation and review period on said Negative Declaration and the
responses thereto, together with 'the proposed Negative Declaration and
Initial Study documenting reasons to support the finding that the
project will not have a significant effect on the environment, has
been forwarded to the City Council and this Council has evaluated and
considered the contents thereof and. held and conducted a public hear-
ing thereon on December 12, 1979.
NOW, THEREFORE, the Council of the City of Bakersfield
hereby resolves, finds and determines as follows:
1. That the above recitals are true and correct.
2. That .the City Council has read, evaluated and considered
the Negative Declaration together with all supporting documents.
3. That it is found that:
(a) The modification made to potential river flood
flow will not result in any violation of the existing City Flood
Plain ordinance.
(b) Only short-term noises will occur in the vicinity
of the project area when pile drivers are being operated.
(c) The bridge is a mitigation measure for some of
the circulation problems that exist at California and Stockdale,
Oak and California and 23d and Oak.
(d) The project will assist the City of Bakersfield and
the County ofKern to distribute traffic in a more orderly manner in
the northwest and southwest portion of Greater Metropolitan Bakersfield.
The west portion of Greater Bakersfield (west of Freeway 99) has only
one river crossing and that is located more than five miles west of
Freeway 99 (i.e. Allen Road).
(e) The Truxtun Avenue Extension is an approved pro-
ject (see Resolution No. 18-78) that will carry traffic in a direct
route from downtown Bakersfield to the vicinity of Bakersfield State
College at Gosford Road. As a further extension of this roadway
system, GOsford will be extended across the river to prOVide a more
efficient flow of traffic in west Bakersfield.
4. That the project designated as the Extension of Gosford
Road, Truxtun AVenue northward from the intersection of Gosford and
Truxtun across the Kern River will not have a significant effect on
the environment.
5. That the Negative Declaration on the subject project is
hereby approved and adopted.
6. That the subject project is approved.
7. That the Fire and Development Services Department shall
file with the Kern County Clerk a Notice of Determination as required
by the State EIR Guidelines and Paragraph VIII of City of Bakersfield
Resolution No. 39-78.
8. That certified copies of this Resolution shall be trans-
mitted to suchagencies as may be designated by the Development
Services Department or the Public Works Departments of the City of
Bakersfield.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 12th day of December, 1979, by the
