A RESOLUTION OF THE COUNCIL. OF THE CITY OF
BAKERSFIELD AUTHORIZING THE APPLICATION 'FOR
FINANCIAL ASSISTANCE FROM THE ECONOMIC
DEVELOPMENT ADMINISTRATION. TO .CONSTRUCT A
WATER DELIVERY AND FIRE PROTECTION SYSTEM
ON CERTAIN INDUSTRIAL PROPERTIES IN THE
NORTHWEST AREA OF BAKERSFIELD.
WHEREAS, the City of Bakersfield has identified the need
for increased water service and fire protection for an 83-acre
industrial tract in the northwest area of Bakersfield; and
WHEREAS, due to an inadequate water delivery system, a
moratorium has been placed upon any new construction within this
area by building and fire officials; and
WHEREAS, the proposed system will eliminate the problem
of inadequate water supply thereby removing this moratorium on
development within the project area; and
WHEREAS, certain procedures have been established by the
Economic Development Administration for agencies seeking assistance
through the economic development administration; and
WHEREAS, said procedures established by the Economic
Development Administration require the applicant to certify by
resolution the approval of applications during or prior to submis-
sion of said applications to the Economic Development Administra-
tion; and '~.
WHEREAS, said applications contain assurances for which
the applicant must comply.
NOW, THEREFORE, BE IT RESOLVED that the City Council
hereby:
1. Authorizes the filing of an application for assistance
to construct the subject water delivery and fire protection system;
and
2. Certifies that said agency will comply with and
provide all assurances and certification as stated in said applica-
tion; and
3. Appoints H. E. Bergen, City Manager, as agent of the
City to conduct all negotiations, execute and Submit all documents
including but not limited to applications, agreements, amendments,
payment requests, etc. which 'may be 'necessary for the 'completion of
aforementioned projects.

I HEREBY CERTIFY that theforegoing Resolution was passed
and adopted by the Council of the City Of Bakersfield. at a regular
meeting thereof held on the 28th day of November, 1979, by the
following vote:
