HomeMy WebLinkAboutRES NO 58-79RESOLUTION NO." 58--79 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD SETTING SALARIES AND RELATED BENEFITS FOR OFFICERS AND EMPLOYEES OF THE CITY OF BAKERSFIELD. WHEREAS, the Charter of the City of Bakersfield, Section 12, authorizes the City Council to provide for salaries and related benefits for officers and employees of the City; and WHEREAS, the Council has determined what such salaries and related benefits should be for such officers and employees of the City to be in effect on the first day of the first full pay period in July, 1979, or when otherwise herein specified, and until further changed by this Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: SECTION 1. Resolution No. 70-78 together with amendatory resolutions is superseded by this resolution. SECTION 2. 'Salary Schedule Commencing on the first day of the first full pay period of July, 1979, and as otherwise therein specified, the attached document shall be the Salary Schedule and related benefits for officers and employees of the City of Bakersfield and is hereby adopted and incorporated into this resolution as though fully set forth herein. SECTION 3. Car and Mileage Allowances A. Those city officers who are not furnished an official city car who shall be reimbursed for automobile use at the rate of one hundred dollars ($100) per month are the City Attorney, Development Services Director and Assistant City Managers. B. Those city Officers not furnished an official city car who shall be reimbursed at the 'rate of fifty dollars ($50) per month are the Planning Director, Assistant City Attorneys,.Deputy City Attorney, Assistant Public Works Directors, Assistant Auditorium-Recreation Manager, the Finance Operations Manager, Community Development and Housing Coordinator, and Development Services Coordinator. C. Mileage allowances on the above where the car is in use on city business shall be at the rate of seventeen (17) cents per mile, provided, however, that city officers named in subsection A shall receive mileage allowances only for out-of-town travel on city business. SECTION 4. Health and Welfare Insurance A. The City shall provide funds toward a Health and Welfare Insurance Plan for officers and employees of the City as follows: (1) General Employees Blue and White Collar Units - Seventy-nine dollars and thirty cents ($79.30). (2) Confidential Employees Unit - Seventy-nine dollars and thirty cent ($79.30). (3) Police Unit - Sixty-nine dollars and twenty-six cents ($69.26). (4) Police Supervisory Unit - Sixty-nine dollars and twenty-six cents ($69.26). (5) General Employees Supervisory Unit - Seventy-nine dollars and thirty cents ($79.30). (6) Management Unit - Seventy-nine dollars and thirty cents ($79.30). (7) Fire Unit --Seventy-eight.dollars-a~d forty-nine cents ($78.49). (8) Fire Supervisory Unit - Seventy-eight dollars and forty-nine cents ($78.49). (9) Other employees not provided for - Seventy-nine dollars and thirty cents ($79.30). SECTION 5. Life InsUrance The City shall provide contributions toward a life insur- ance plan as follows: A. Management Unit - fifty percent (50%) of the insurance premium for each officer and employee, such'insurance coverage equal to their projected annual salary to the nearest $500. B. Confidential Unit - fifty percent (50%) of the life insur- ance premium for insurance up to a maximum of $10,000 life insurance per employee. C. General Employees, Supervisory Unit - fifty percent (50%) of the life insurance premium for a policy equal to the employee's projected annual salary to the nearest $500 of a minimum amount of $15,000. D. Police Unit - one hundred percent (100%) of the premium for each employee for a life insurance policy in the amount of $10,000. E. Police Supervisory Unit - one hundred percent (100%) of the insurance premium for each employee, such insurance coverage equal to the employee's annual salary to the nearest $500. F. Fire Supervisory Unit - fifty percent (50%) of the life insurance premium for a policy equal to the employee's projected annual salary to the nearest $500 of a minimum amount of $15,000. G. All of the provisions of Section 5 are subject to each officer's or employee's option to have insurance in the amounts they desire within the limitations herein set forth. SECTION 6. 'Addi'~i=onal 'Compensation--DeferredIncome City shall provide funds as additional compensation to those eligible officers and employees who are participants in the City's deferred income plan as follows: A. Management Unit - equal to ten percent (10%) of each officer's or employee.'s annual base salary, except as provided below. (1) The following personnel shall receive .seven and one- half percent (7-1/2%) of the annual baseI salary for such .classifi- cation: Senior Accountant Fire Battalion Chief Fire Battalion Chief-Fire .Suppression Building Plan Check Engineer Data Processing Manager Deputy City. Attorney Deputy City Attorney II Drillmaster \ Traffic Engineer Civil Engineer.IV Equipment Superintendent Fire Marshal Parks Superintendent General Services Superintendent Police Lieutenant Sanitation Superintendent Auditorium/Recreation Coordinator Street Maintenance Superintendent Wastewater Treatment Superintendent Finance Operations Manager Water Superintendent Personnel Coordinator Community Development and Housing Coordinator Development Services Coordinator Assistant City Clerk Insurance Coordinator B. General Employees Supervisory Unit - equal to five percent (5%) of each employee's annual base salary. C. Police Supervisory Unit - equal to two and one-half percent (2-1/2%) of each employee's annual base salary. D. Fire Supervisory Unit - equal to two and one-half percent (2-1/2%) of each employee's annual base salary, effective the first full pay period in October, 1979. Such additional compensation together with' the base salary shall constitute the total compensation of such officer or employee. SECTION 7. Administrative Leave In addition to the officers and employees who may be granted administrative leave under Section 3.18,220(d) of the Municipal Code, administrative leave for Confidential Unit employees shall be allowed each employee up to one (1) day with the approval of the department head and the City Manager. SECTION 8. Unilform and 'Tool' ~ll'oWance The City shall provide a uniform allowance as follows: A. Police Department, safety members - one hundred eighty dollars ($180). per year. B. Police Department, nonsafety employees required to wear uniforms - fifty dollars ($50) per year. C. .(1) Fire Department, safety members - one hundred fifty dollars ($150) per year. (2) Effective January 1, 1980, allowances for Fire Unit employees will be $200 per year. D. Blue Collar Unit employees required to wear uniforms will be furnished uniforms at no cost to the employee. E. Blue Collar Unit employees who are required to provide a full complement of hand tools shall be reimbursed for replacement of such tools up to $250 annually. SECTION 9. Accumulated'Si'ck Leave Payment of accumulated sick leave in event of death or resignation of a member of the Management Unit, General Employees Supervisory Unit shall be as follows: A. One-half of unused sick leave shall be paid to the member's beneficiary or estate in the event of such member's death prior to his separation from City employment after ten years' service. B. One-half of the. unused sick leave shall be paid to such member whose.employment is terminated for any reason, other than discharge, after ten years' service. SECTION 10. Hazard Duty Pay In the Police Unit, officers assigned to two-wheel motor- cycle duty shall be compensated an additional fifty dollars ($50) per month for the performance of such duty. Such additional pay over base pay shall be prorated for the period of duty under such assignment of less than one month. SECTION 11. 'Holidays A. 'Designated HOlidays'andHoliday Work'-"POli'ce. (1) All eligible employees in the Police Unit and Police Supervisory Unit working on a shift basis, except those employees who are absent without pay one-half day or more immediately before and/or after a designated holiday, shall be paid for the following eight-hour holidays: 1. July 4 - Independence Day 2. First Monday in September - Labor Day 3. Second Monday in October - Columbus Day 4. November 11 - Veterans Day 5. Thanksgiving Day 6. Friday after Thanksgiving Day 7. December 25 - Christmas Day 8. January 1 - New Year's Day 9. February 12 - Lincoln's Birthday 10. Third Monday in February - Washington's Birthday 11. Last Monday in May - Memorial Day (2) Manner of Payment'for Designated'Holidays - Police. All Police and Police Supervisory Unit employees working on a shift basis shall be paid at the rate of one and one-half times their regular hourly rate of pay for such holidays. One payment for all such designated holidays shall be made on the first pay day in .June of each year· All other eligible Police Department employees who do not work a shift basis shall observe holidays in accordance with subsection B of this Section. (3) Holidays at Termination - Police. An employee leaving permanent city service shall be allowed regular compensation for holidays not observed up to the effective date of termination. B. Designated Holidays~-~For 'Specified Employee~Uni'ts - 197~- 19g~FIiscal Year. (1)(a) All eligible employees in the Blue Collar, White Collar, Confidential, General Employees Supervisory and Management Units, Fire Department employees not'working a 24-hour shift and Police Department employees not working on a shift basis shall .observe the following eight-hour holidays with pay for the 1979- 1980 fiscal year: 1. July 4 - Independence Day 2. First Monday in September - Labor Day 3. November 11 - Veterans Day 4. Thanksgiving Day 5. Friday after Thanksgiving Day 6. December 24 and 25 - Christmas 7. December 31 and January 1 - New Year's 8. Third Monday in February - Washington's Birthday 9. Last Monday in May - Memorial Day 10. One day selected by an eligible employee who is in the employ of the City as of July 1, 1979; provided such selection shall be consistent with the efficient operation of the affected department and the activities and convenience of the City and shall first have the approval of the department head. Whenever a holiday falls on a Sunday, the following Monday shall be observed. Whenever a holiday falls.on a Saturday, unless otherwise agreed to in a Memorandum of Under- standing, said holiday shall not be observed. (b) When Christmas and New Year's holidays are on any day except a Sunday or Monday, the employee shall have one-half day holiday preceding such holiday except as provided in (1)(a) above· (Note: Lincoln's Birthday deleted for additional one-half day pre- ceding Christmas and New Year's in this resolution.) (2) Eligibility. All probationary and permanent employees specified in Subsection B(1) of this section, except those employees who are absent without pay one-half day or more immediately before and/or after the holiday, shall be eligible to observe holidays in the manner herein provided. (3) Holiday Work. When such employee is required to work on a holiday the eligible employee shall be credited for the'holiday once at the straight time rate and shall be credited once again for the actual time worked as overtime at the employee's applicable overtime rate. (4) · Holi'da~y~s~ 'On 'Day 'Off.. When a holiday falls on an employee's scheduled day off, the eligible employee shall be credited for the holiday as overtime at the straight time rate. C. Holiday'S--Fi~re D~e~pa~r~tment Empl'oyeeS ASsigne'd~'to '24-Hour Duty 'Shifts. Fire Supervisory Unit employees assigned on a 24-hour duty shift basis, in lieu of holidays, shall be entitled to receive payment or credit for compensatory time off, for three (3) shifts, provided such employee has been in the employ of the City for the full fiscal year of 1979-80. Such holiday compensatory time shall be deemed credited at the rate of one and one-half shifts each on December 31, 1979, and June 30, 1980. Fire Unit employees assigned on a 24-hour duty shift basis, in lieu of holidays, shall be entitled to receive payment or credit for compensatory time off as follows: (1) One and one-half shif~ to be credited December 31, 1979, provided such employee had been in the employ of the City for the full calendar year of 1979. (2) Two and one-quarter shifts to be credited on June 30, 1980, provided such employee has been in the employee of the City for the full fiscal year 1979-80. D. SpecialHoli'days. Occasional special holidays declared by the President, Governor or City Manager in commemoration or memorium of an extraordinary occurrence shall be observed by the reduction of the operation of all departments as much as practicable. All eligible employees who are required to work on such a holiday shall be com- pensated at their regular hourly rate of pay for those special holi- days worked, and in addition be credited with compensatory time on a o straight hour-for-hour basis for the special holiday hours worked, to be taken off on another day as determined by the department head. Compensatory time for Fire Department safety employees' working a '24- hour duty shift on such a holiday shall be one-half.of a shift (12 hours). SECTION 12.
