HomeMy WebLinkAboutRES NO 50-79 (2)-% RESOLUTION NO. 50-79 A JOINT RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD AND THE BOARD OF SUPERVISORS OF THE COUNTY OF KERN EVALUATING THE UNI'FICATION OF FIRE SERVICES WITHIN THE METROPOLITAN BAKERSFIELD AREA WHEREAS, the Metropolitan Bakersfield Area consists of land areas both within and without the incorporated limits of the City of Bakersfield; WHEREAS, the Metropolitan Bakersfield Area is subject to rapid and sustained growth; WHEREAS, both the City of Bakersfield and County of Kern maintain complete Fire Services Departments within this Metropolitan area; WHEREAS, the budgets of the City and County Fire Services have increased substantially because of growth and inflation; WHEREAS, there are obvious duplications of Fire Services' capabilities between the Fire Departments of the City and County; WHEREAS, the revenues of both the City and County will become thoroughly affected by Article XIII, "a" of the California State Constitution during the 1980-.81 fiscal year; WHEREAS, the unification of City and County Fire Services within the Metropolitan Bakersfield area may produce the best method of maintaining service leyels under reduced revenuest · IT IS, THEREFORE, RESOLVED by the Bakersfield City Council and the Kern County Board of Supervisors as follows.; 1). That the City Manager and the County Administrative Officer shall work jointly to'evaluate, study and report on the feasibility of unifying Fire Services within the Metropolitan Bakersfield Area. 2) That neither legislative body will act on foregone conclusions, but will await the outcome of the Fire Unification Evaluation Study. 3) That the following general policies will apply to the Fire Services Unification Evaluation; a) Any resulti.ng unification of Metropolitan Bakers~ield Fire ServiCes will not cause a critical reduction in established service levels nor seriously affect existing fire insurance rates. b) Any resulting unification ef Metropolitan Bakersfield Fire Services willbe based on aggregate, long-term costs where attrition will be relied upon to account for any~reductions in the numbers and classifications of assigned personnel. 4) The general policy of both the City Council and the Board of Supervisors in approaching the evaluation of Fire Services unification is that full sensitivity shall be shown to the concerns of the public, the employees, the organizations and the entities involved. ..... o0o .....
