A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING THE APPLICATION FOR
GRANT FUNDS UNDER THE STATE LITTER CONTROL,
RECYCLING AND RESOURCE RECOVERY FUND.
WHEREAS, the Legislature of the State of California has
enacted the State Litter Control, Recycling and Resource Recovery
Act which provides funds to certain entities for litter cleanup,
litter law enforcement, litter education, and purchase of litter
receptacle; and
WHEREAS, the State Solid Waste Management Board has
delegated the responsibility for the administration of the program,
setting up necessary procedures governing application for local
agencies under the program; and
WHEREAS, said procedures established by the State Solid
Waste Management Board require the applicant to certify the approval
of applications prior to submission of said application to the
State.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield
1) Approves the filing of an application for funding
under the Litter Control, Recycling and Resource Recovery Fund; and
2) Certifies that said agency understands the general
provisions of the grant agreement; and
3) Authorizes the Director of Public Works as agent of
the City of Bakersfield to conduct all negotiations, execute and
submit all documents including but not limited to applications,
grant agreements, amendments and payment requests, which may be
necessary for the completion of the aforementioned program.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 31st day of January, 1979, by the follow-
ing vote:
