A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING B.A.R.C.'S GRANT
APPLICATION TO THE CALIFORNIA STATE SOLID
WASTE MANAGEMENT BOARD FOR THE ASSOCIATION'S
RECYCLING PROGRAM.
WHEREAS, the Bakersfield Association for Retarded Citizens
(B.A.R.C.) has been actively engaged in the recycling of paper
since November 10, 1966, as part of its total program in vocational
training and therapeutic services to developmentally disabled citizens
of Bakersfield and surrounding communities; and
WHEREAS, in this way B.A.R.C. continues to give said
citizens an opportunity to achieve their own potential by means of
sheltered employment via its Paper Recycling Project and other work
experience programs; and
WHEREAS. B.A.R.C. strives to maintain and upgrade its
recycling services in order to fulfill the community's growing need
for paper collection, disposal, and simultaneously meet the increas-
ing demand of the market for recyclable paper; and
WHEREAS, B.A.R.C. seeks to improve its ability to collect
and handle all such materials presently available to it in this
community.
NOW, THEREFORE, be it resolved that the City Council of
the City .of Bakersfield fully supports and recognizes B.A.R.C.'s
operation as a rehabilitative facility, its activities in vocational
training as a Sheltered Workshop for our developmentally disabled,
and its pending application for grant approval from the California
State Solid Waste Management Board to upgrade B.A.R.C.'s recycling
services.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 24th day of January, 1979, by the follow-
ing vote:
