RESOLUTION CALLING A GENERAL MUNICIPAL ELECTION
IN THE CITY OF BAKERSFIELD TO BE HELD ON TUESDAY,
MARCH 6, 1979, FOR THE PURPOSE OF ELECTING
COUNCILMEN IN THE SECOND, FIFTH AND. SIXTH WARDS;
CALLING A SPECIAL MUNICIPAL ELECTION IN THE
THIRD WARD TO FILL A VACANCY ON THE COUNCIL
OF THE CITY; PRESCRIBING THE FORM OF NOTICE
OF ELECTION; CONSOLIDATING THE SPECIAL MUNI-
CIPAL ELECTION FOR A MEMBER OF THE COUNCIL
FROM WARD THREE WITH THE GENERAL MUNICIPAL
ELECTION FOR THE ELECTION OF MEMBERS OF THE
COUNCIL FROM WARDS TWO, FIVE AND SIX; AND
REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF KERN TO AUTHORIZE THE COUNTY CLERK
TO CONDUCT THE SAME.
follows:
BE IT RESOLVED by the Council of the City of Bakersfield as
1. That a general municipal election is hereby called to be
held in the City of Bakersfield on Tuesday, the 6th day of March,
1979, for the purpose of electing councilmen in the Second, Fifth and
Sixth Wards for a full term of four years;
2. That the names of candidates entitled to have their
names placed on the ballot, the establishment of voting precincts,
appointment of precinct officers and designation of polling places,
all for said election, shall be set forth by subsequent resolution of
this Council;
3. That the City Clerk is hereby authorized to publish the
Notice of Election in substantially the following form:
NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN that a General Municipal Election
will be held in the Second, Fifth and Sixth Wards in the City of
Bakersfield, for the office of Councilman for the full term of
four years, on Tuesday, the 6th day of March, 1979.
The persons having the highest number of votes given for
each office shall be elected.
The polls will be open between the hours of 7 A. M. and
8P.M.

4. That a vacancy now exists in the Council of the City of
Bakersfield (in the Third Ward), at a time more than six months prior
to the date of the next general election for said vacant council seat;
5. Under Section 16 of the Charter of the City of Bakers-
field it is now the option of the Council to call a special election
to fill the vacancy on the Council to be held not less than 90 nor
more than 120 days from the adoption 'of the resolution calling the
election and this Council determines that such election should be
called;
6. That a Special Municipal Election to fill the vacancy
on the Council of the City of Bakersfield for the unexpired term
in the Third Ward is hereby called and shall be held on the 6th day
of March, 1979.
7. That the polls shall be open in all precincts in the
Third Ward from 7 A. M. to 8 P. M.
8. That the following form of Notice of Election shall
be published once in the Bakersfield Californian not later than the
75th day before the election but not earlier than the 89th day before
the election:
NOTICE OF SPECIAL MUNICIPAL ELECTION
NOTICE IS HEREBY GIVEN that a Special Municipal Election
will beheld in the Third Ward of the City of Bakersfield on the
6th day of March, 1979, for the purpose of electing a councilman ~o
fill the vacancy on the Council in said Third Ward, for the remainder
of the Unexpired term.
That the polls shall be open in all precincts in the
Third Ward from 7 A. M. to 8 P. M.

9. The Special Municipal Election for the unexpired term in
the Third Ward is hereby consolidated with the General Municipal
Election for the election of members of the Council from Wards Two,
Five and Six in the City of Bakersfield to be held on Tuesday, March
6, 1979.
10. The County Clerk of Kern County is requested to provide
that within the ter.ritory affected by this order of consolidation the
election precincts, polling places and voting booths shall, in every
case, be the same and there shall be only one set of election officers
in each of the precincts for the General Municipal Election and the
said special election and that the offices in Wards Two, Five, Six and
Three in the City of Bakersfield and the candidates therefor be set
forth in each ballot for each respective said wards to be used at said
Consolidated General Municipal and Special Municipal Election.
11. The County Clerk is hereby requested to conduct and
supervise said consolidated election and is hereby further authorized
to canvass the returns of said General Municipal Election with respect
to the votes cast for the offices of Councilman in Wards Two, Five,
Six and Three in the City of Bakersfield is said territory affected by
the consolidation herein and to certify such canvass of the votes so
cast for such officers to this Council.
12. The City Clerk is hereby authorized and directed to
certify to the due adoption of this resolution and to transmit a copy
thereof so certified to the County Clerk of Kern County.
13. That the City Clerk shall give such further notices as
are required by law and perform or cause to be performed all the
duties and functions required by law.
14. 'That the Bakersfield Californian, a daily newspaper of
general circulation is hereby designated for the publication of all
notices to be given by the City Clerk pertaining to the aforesaid
Consolidated General Municipal Election and Special Municipal~Elec-
tion.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at an adjourned
regular meeting thereof held on the 28th day of November, 1978, by
the following vote:
