A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD ADOPTING THE WASTEWATER
TREATMENT REVENUE PROGRAM AND ESTABLISHING
SEWER SERVICE USER CHARGES AND FEES.
WHEREAS, Section 8.64,410 of Ordinance No. 2442, New
Series, provides that the City Council shall establish, by resolu-
tion, fees and charges for sewage services provided by the City;
and
WHEREAS, the City Council has determined that the docu-
ment entitled "Revenue Program, City of Bakersfield Wastewater
Treatment Plants 2 and 3 and Collection System, dated July 7, 1978"
has considered the cost-influencing factors in establishing rates
for the various classes of users.
WHEREAS, the basis of the rates established in the
aforementioned Revenue Program document considers such factors as
flow and pollutant mass emission rates and volumes, and the degree
of effort required for purposes of billing, inspection, monitoring
and administration.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield hereby adopts the "Revenue Program, City of
Bakersfield Wastewater Treatment Plants 2 and 3 and Collection
System, dated July 7, 1978," attached as Exhibit A, and incorporates
said document herein as if fully set forth and establishes as the
user charges and fees, to commence on July 1, 1979, those rates
contained in Exhibit A at pages 9-1 to 9-7.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 6th day of September, 1978, by the
following vote:
