RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD, IDENTIFIED liS ANNEXATION NO. 250
(KERN RIVER NO.6) .
l.vHEREAS, the City of Bakersfield desires to propose a
change of organization; to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory under the authority
of Section 35140 of the Government Code of the State cf California.
NOW, THEREFORE, the Council of the City of Bakersfield
hereby Resolves, Finds, and Determines as. follows:
..1. That the City of Bakersfield hereby proposes the
annexation to the City of Bakersfield of the territory described
in Exhibit "A" attached hereto, and made a part of this Resolution
as though fully set forth herein.
2. That a map of the territory proposed to be so annexed,
marked Exhibit "B", is attached hereto, and made a part of this
Resolution as though fully set forth herein.
3. That a Plan For Providing Services within the affected
.territory of the proposed annexation, in accordance with the provi-

sions of Section 35102 of the Government Code is marked as. Exhibit
"C", attached hereto, and made a part her'eof as though fully set
forth herein.
4. That this proposal for change of organization, to
wit, annexation, is made pursuant to the Municipal Organization Act
of 1977, commencing with Section 35000 of the Government Code of the
State of California, it is requested that proceedings be authorized
for annexati9n in accordance therewith.
5. That the reasons for the proposed change 'of organization
are that~he private owners of 479 acres of the affected territory
desire to receive municipal services 'from the City of Bakersfield
and the City desires to receive tax revenues fbr benefits given and
to be given to the .terri tory proposed to be annexed. The City owns
approximately 2,900 acres of the affected territory and desires to
include such land within the City for tax purposes.

That by Resolution No.
, adopted on May 31,
1978, the, Council of the City of Bakersfield declared it had
reviewed, evaluated and considered the information contained in
the Final EIR for Kern River No. 6 Annexation, made findings and
certified that the Final EIR had been completed in compliance with
the California Environmental Quality Act, the State EIR Guidelines,
and City Resolution No. 24-77.
7. That the City will pre-zone the area described in
Exhibit "A" and that such zone classifications will be as stated
in Paragraph VI of the Plan For Providing Services set forth in

Exhibit "C" herein.
8. That the names of the officers of the City of
Bakersfield who are to be furnished with copies of the Executive
Officer's Report and who are to be given mailed Notice of Hearing,
if any, are:

-'. A parcel of land situate in the COW1ty of Kern, State of California, being
portions of Sections 1, 2, 3, 4, 8, 9, 10, 16, 17, 18, 19 and 20 of Township 30 South,
Range 26 East H.D.M., and portions of Sections 13, 23 and 24 of Township 30 South,
Range 25 East M.D.M., more particularly described as follows:
Beginning at the intersection of the northerly right-of-way line of County
Road 1594 (Stockdale Highway), of 60 feet in width, with the west line of the east
30 feet of sai.d Section 1, said point being southerly along said west line a distance
of 1248.50 feet from the north line of said Section I, said point also being a point
in the exterior corporate boundary of the City of Bakersfield;

III. What effects, if any, would annexation of this territory have on existing level

New facilities are presently planned for both fire suppression and public works
relateq activities. There will be no detrimental affects upon the'delivery of
any public services by reason of this annexation.
IV. Would city require any upgrading or cha~ge in facilities to serve affected terri-
tory (roads, fire hydrantsD mains, etc.)? If so, would city ~ residents be
responsible for financing?
The planned use on the 311 acres of developable land is residential suburban
(large lots). Septic tanks would be used. The developer would be required
to supply adequate water to meet the fire flow requirements of the city. The
residential developer would be required to install and dedicate to the city
those facilities to supply adequate fire protection.

The present zoninq in the area is Aqricultural. Upon annexation
the zoninq would be Residential Suburban (R-S)

The present land use on 311 acres will chanqe from Aaricultural over a period
