RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD INITIATING PROCEEDINGS FOR ANNEXA-
TION OF TERRITORY TO THE CITY OF BAKERSFIELD
IDENTIFIED AS ANNEXATION NO. 249, PROCEEDING
NO. 587, (MUNICIPAL FARM NO. 4), IN ACCORDANCE
WITH LAFCO RESOLUTION MAKING DETERMINATION.
WHEREAS, a proposal was submitted to the Local Agency
Formation Commission of Kern County ("Commission") for the annexa-
tion of territory to the City of Bakersfield designated as Annexa-
tion No. 249 (Municipal Farm No. 4); and
WHEREAS, a duly noticed public hearin9 upon said proposal
was held before the Commission on the 25th day of April, 1978,
which hearing was continued until the 9th day of May, 1978; and
WHEREAS, following said public hearing the Commission, on
May 9, 1978, adopted its Resolution Making Determination, being
Resolution No. 78-1C, recorded in Minute Book 22 of said Commission.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. Preliminary proceedings for annexation of territory
to the City of Bakersfield designa-~ed as Annexation No. 249,
(Municipal Farm No. 4) were authorized by the City Council of the
City of Bakersfield by action at a regular meeting thereof held on
July 25, 1977; Application for Annexation dated March 10, 1978, was
transmitted to LAFCO;the Certificate of Filin9 of the Executive
Officer of the Commission shows that the proposal was filed by him
on the 5th day of April, 1978.
2. The distinctive short form designation assigned by
the Commission to the territory proposed to be annexed is: "City
of Bakersfield Annexation No. 249 (Municipal Farm No. 4)."
3. The description of the exterior boundaries of the
territory proposed to be annexed is contained in Exhibit "A",
attached hereto, and incorporated in this Resolution as though
fully set forth herein.
4. The territory proposed to be annexed is uninhabited
as determined by the Commission in its Resolution Making Determina-
tion.
5. The reason for the proposed annexation as set forth
in the proposal thereof submitted to the Commission is that the
property is owned by the City.
6. The following terms and conditions of the proposed
annexation are contained in the Commission's Resolution Making
Determinations.
(a) The Council of the City of Bakersfield designates
the Board of Supervisors of the County of Kern as the district
board of directors for the Mount Vernon County Sanitation District
as provided for in Section 4730 of the Health and Safety Code.
7. In compliance with paragraph 6(a) above, the Board of
Supervisors of the County of Kern is hereby designated as the dis-
trict board of directors for the Mount Vernon County Sanitation
District under the purview of Section 4730 of the Health and Safety
Code.
8. BE IT FURTHER RESOLVED, that Wednesday the 12th day
of July, 1978, at the hour of 8 P. M. (or as soon thereafter as the
matter may be heard) in the Council Chambers of the City Hall, 1501
Truxtun Avenue, Bakersfield, California, is hereby fixed as the
time, date and place of hearing on the proposed annexation where
any owner of land within the said described territory may appear
before the Council of the City of Bakersfield and show cause why
such territory should not be annexed. Any owner of land within the
territory may file a written protest against the annexation with
the City Clerk of the City of Bakersfield at 1501 Truxtun Avenue at
any time prior to the conclusion of the hearing on the proposed
annexation.
9. That the Negative Declaration as to this project is
hereby approved and adopted. The project will not have a signifi-
cant effect on the environment.
10. A certified copy of this Resolution shall forthwith
be transmitted to the Executive Director of LAFCO.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 31st day of May, 1978, by the following

A parcel of land situate in the County of Kern, State of California, being
~ portion of Sections 10 and 11, Township 30 South, Range 28 East, M.D.M., more
particularly described as follows:
Beginning at the north quarter comer of said Section 10, said quarter
comer being a point in the exterior Corporate Boundary of the City of Bakersfield;
~{ENCE (1) departing from said exterior Corporate Boundary easterly along
the north line of said Section 10 and the north line of said Section 11 a distance
of 5280 feet, more or less, to a point in the east line of the west half of said
Section 11;
THENCE (2)-sojtherly along last named east line a distance of 330 feet,
more or less, to a point in the north line of the south half of the north half
of the northwest quarter of the northeast ~uarter of said Section 11;
THENCE (3) easterly &long last named north line a distance of 1320 feet,
more or less, to a point in the east line of the west half of the east half of
said Section 11;
THENCE (4) southerly along last named east line a distance of 4616 feet,
more or less, to a point in the north line of the south 333.77 feet of said
Section 11;
THENCE (5) westerly along last named north line a distance of 1320 feet,
more or less, to a point in the east line of the west half of said Section 11;
THENCE (6) southerly along last named east line a distance of 333.77
feet to a point in the south line of said Section tl;
THENCE (7) westerly along last named south line a distance of 2640 feet,
more or less, to a point in the west line of said Section 11;
THENCE (8) northerly along last named west line a distance of 5065 feet,
more or less, to a point in the south line of the north 215 feet of said
Section 10;
THENCE .(9) westerly along last named south line a distance of 2640 feet,
more or less, to a point in the west lind of the east half of said Section 10,
said point being a point in said exterior corporate boundary;
THENCE (10) northerly along said exterior corporate boundary to the Point
of Beginning.
Containing 474 acres more or less.
