A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING METHOD FOR DISTRIBU-
TION, AMONG THE COUNTY OF KERN AND CITIES
WITHIN KERN COUNTY, OF FEDERAL FUNDS
AVAILABLE UNDER THE SAFER OFF-SYSTEM ROADS
PROGRAM.
WHEREAS, by the Federal-Aid Highway Amendments of 1974
and the Federal-Aid Highway Act of 1976, Congress has established
a Safer Off-System Roads Program for the construction, reconstruction,
and improvement of toll-free roads which are not on any federal-aid
system and which are under the jurisdiction of and maintained by a
public authority and open to public travel, under which Program
federal funds are available for County roads and City streets in
accordance with the intent of the federal act and the California
Federal Aid for Safer Off-System Roads Act; and
WHEREAS, such funds are to be apportioned and distributed
to the Counties by the State; and
WHEREAS, the distribution of such funds among the cities
within the County and the County, shall be on a fair and equitable
basis and determined by agreement between the County and a majority
of the cities; and
WHEREAS, it is determined that a fair and equitable
method of distribution would be by dividing the funds between
urban and rural population and then distributing the funds by
proportion to these populations.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City'of Bakersfield as follows:
1. In accordance with the California Federal Aid for
Safer Off-System Roads Act, particularly Section 2530 of the
Streets and Highways Code, it is hereby determined and agreed that
the Safer Off-System Roads Program funds shall be distributed
among the County of Kern and the cities of Kern County under the
following method or formula:
(a) One-half (~) of the Safer Off-System Road Program
funds in proportion to urban population of the cities and County.
(b) One-half (~) of the Safer Off-System Road Program
funds in proportion to rural population of the cities and County.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on the 21st day of December, 1977, by the
following vote:
